We are looking for an experienced officer to join our busy but friendly and supportive Environmental Health team. You will work in the Residential team, and your duties will cover general nuisance investigations, all aspects of private sector housing, including the licensing of houses in multiple occupation, other housing work including the investigation of social housing complaints and public health tasks. Experience in the investigation of noise complaints and an interest in this area would be an advantage.
You will be enthusiastic, committed, self-motivated and have a positive attitude. You must be an excellent communicator and team player with sound time management skills and be confident in dealing with members of the public.&nbsp; You must be able to demonstrate your ability to adapt to changing priorities and work to tight deadlines.

<h3>Key Responsibilities</h3>

<li>Operate large tractors and mowing attachments to cut grass across parks, pitches and open spaces in a safe and efficient manner.</li>
<li>Perform routine maintenance, cleaning and basic repair tasks on tractors and mowing equipment</li>

About the role
The Industry Skills Reviewer will manage a caseload of apprentices by monitoring attendance, progression, achievement and completion, organising pastoral support as required and by working with all parties involved to resolve any issues that may affect successful completion of the programmes. The Industry Skills Reviewers will ensure that all apprentices within caseload have a review at least every 12 weeks (preferably 10 weeks), ensuring that both the apprentice and employer are present at each review. The Industry Skills reviewer will ensure that all apprentices have their next review booked and in the diary with both apprentice and employer and that it is recorded on the College system. The successful applicant will ensure that the reviews cover all the required points as per our induction and assessor process documentation – namely SMART targets, review of off the job logs (OTJ), wrap around support and distance travelled against apprenticeship training plan.
The Industry Skills Reviewer will;

A Week in the Life of an Information and Data Governance Manager at Enfield Council 
Curious what it’s like to be in this role? Here’s a glimpse into a typical week… 
~~Monday~~ 
You kick off the week with a morning check-in with your team. As part of Digital Services, you’re responsible for leading the Council’s approach to information governance, so you review the latest compliance reports and check the status of any ongoing audits. A few departments have flagged overdue updates to their Information Asset Registers, so you send reminders and offer support. 
Mid-morning, you join a cross-departmental meeting to discuss the rollout of a new document management system. You advise on retention schedules and data classification protocols to ensure compliance with GDPR and internal policies. After lunch, you draft updates to the Council’s Data Sharing Agreement template, incorporating feedback from Legal and Cyber Security colleagues. 
You end the day reviewing the latest FOI and SAR requests with your Information Governance Officer, ensuring responses are on track and escalating any complex cases. 
 
~~Tuesday~~ 
Today starts with a Digital Services stand-up. You share progress on the annual Public Services Network (PSN) audit and flag a few areas needing attention before submission. 
Later, you meet with the Council’s Data Protection Officer to discuss a recent data incident. Together, you assess the root cause, draft a response plan, and prepare a briefing for the SIRO. You also liaise with the Cyber Security team to ensure technical controls are aligned with policy. 
In the afternoon, you deliver a training session on information governance for new starters. You enjoy tailoring the content to different services, helping staff understand their responsibilities and how to handle sensitive data securely.

You begin with a review of the Council’s retention schedule. A few services have requested guidance on archiving legacy records, so you consult with Records Management colleagues and prepare tailored advice. 
Midday, you join a pan-London working group on AI data ethics. You share Enfield’s approach to ethical oversight and learn how other boroughs are adapting to emerging technologies. You make a note to update internal guidance to reflect best practice as a result of the collaboration. 
Later, you meet with Procurement to review a new supplier contract. You ensure data ownership clauses are clear and that information governance standards are embedded in the agreement. 
 
~~Thursday~~ 
No stand-up today, so you focus on policy development. You’re revising the Council’s Information Governance Framework, incorporating recent legislative changes and feedback from stakeholders. 
Just before lunch, you have your weekly 1-to-1 with the Head of Project Delivery and Governance. You discuss progress on audits, training delivery, and upcoming workshops. Your manager asks you to lead a briefing for Elected Members next week on data protection responsibilities. 
In the afternoon, you support the Digital Services SMT by preparing evidence of compliance for an internal assurance review. You collate documentation, highlight key risks, and propose mitigation strategies. 
 
~~Friday~~ 
You start the day by finalising your report on last quarter’s information governance performance. It includes metrics on FOI response times, training completion rates, and audit outcomes. 
Mid-morning, you join a webinar on ISO27001 implementation in local government. You take away ideas for strengthening Enfield’s information security posture and plan to share them with the Cyber Security team. 
After lunch, you attend the weekly Digital Services retro and planning meeting. You share highlights from your week and outline priorities for the next. A colleague asks for help reviewing a new AI tool’s data handling practices—you volunteer. 
You end the week by tidying up your notes, following up on emails, and making sure everything’s ready for another busy week.

The Environment and Energy unit is responsible for the policies and programmes related to the Mayor’s ambitions around the natural environment, climate adaptation and his net zero 2030 target.&nbsp;
The Programme Management Coordination team is a cross-cutting team at the heart of the Unit, providing leadership on governance, finance, business coordination, communications, stakeholder engagement, and monitoring and evaluation activities for the Unit. Working closely with the Principal Evaluation Officer and Head of Programme Management Coordination, you will establish a hub of programme and project management expertise for the Unit, providing guidance and implementation support to delivery teams, aligned with GLA’s Portfolio Management Framework.
<h2>About the role</h2>
This role will play a central part in embedding strong programme and project management practices across the Environment and Energy Unit. You will be responsible for supporting the Unit to implement the GLA’s Portfolio Management Framework across the project lifecycle, from initiation through to delivery and closure. You will coordinate programme-level activities such as quarterly reporting, risk register management, and lessons learned reviews, and will work closely with delivery leads to embed standardised, governance and management processes.
You will also lead the mobilisation and business-as-usual implementation of Asana as the Unit’s project management tool. This is a key role supporting the financial relationship between the council and schools, ensuring accurate, timely and effective financial processing and advice.
Working in a fast-paced and collaborative environment, you will be the vital link between schools and the council. You will work closely with a range of stakeholders, both internal and external, to support financial planning, monitoring and reporting.
<h3>About the team…</h3>
The CYPL Finance team oversees all financial aspects of the council’s work with children and young people, with this role focusing specifically on schools, budget support and financial compliance.

The team operates a hybrid working model, with an expectation of a minimum of 2 days per week in the council’s Time Square offices.
<h3>Key responsibilities…</h3>
<ul>
<li>You will assist with financial services and general support. This involves reporting, creating journals, budget movements, coding corrections and reconciliations.</li>
<li>Investigate general financial queries (including supporting the year-end closure and audit requests) and assist in maintaining manual and computerised records including Imprest accounts.</li>
<li>You will support the day-to-day processes for the team including but not limited to the preparation of invoicing for Academies.</li>

As our new Housing Policy and Enforcement Manager, you’ll lead a dedicated team of four, which includes one Housing Enabling Officer, two Senior Private Sector Housing Officers, and one Private Sector Housing Support Officer, alongside indirect line management of external contractors. Based at our Sevenoaks office, you'll also work closely with communities, contractors, and regional housing partners to ensure local needs are met and standards are upheld.

What you will be doing
<ul>
<li>Leading the Housing Policy and Enforcement team, managing officers and external contractors to deliver the Council’s housing priorities.</li>
<li>Developing and delivering the Council’s Housing Strategy, Empty Homes Strategy, and Private Sector Housing Grant and Enforcement Policies.</li>
<li>Supporting and enabling affordable housing delivery through strategic partnerships with Registered Providers, Homes England and health sector organisations.</li>
<li>Driving improvements in private sector housing, including the use of enforcement powers, licensing schemes, and grant delivery (e.g. Disabled Facilities Grants).</li>
<li>Overseeing the development and consultation of housing policy, ensuring plans are evidence-led and responsive to local need.</li>
<li>Managing housing data, needs assessments and monitoring performance against key targets and national indicators.</li>
<li>Representing the Council at regional forums and working groups, such as the Kent Housing Group Strategy and Enabling Sub-Group.</li>

What you will bring to the role
<ul>
<li>Educated to degree level or equivalent experience in a relevant field.</li>
<li>Full driving licence and access to your own vehicle.</li>
<li>Strong strategic thinking and the ability to analyse housing needs across a wide range of community groups.</li>
<li>Proven success in housing policy, strategy, enabling and/or private sector housing enforcement.</li>
<li>Substantial experience in managing projects, teams and partnerships in a local government or housing setting.</li>
<li>Excellent communication skills and the ability to work effectively with elected Members, developers, landlords, planners, and residents.</li>
<li>Strong understanding of current housing legislation, planning policy and funding mechanisms.</li>
<li>A track record of developing successful bids and securing external funding for housing initiatives.</li>
<li>Budget and performance management experience with a focus on outcomes, risk management and value for money.</li>

A Week in the Life of a Portfolio Management Office (PMO) Manager at Enfield Council 
Curious what it’s like to be in this role? Here’s a glimpse into a typical week… 
~~Monday~~ 
You start the week with a morning sync with the Digital Services Senior Management Team. As PMO Manager, your role is to ensure the portfolio of projects is running smoothly and transparently. You review the latest updates in the PPM tools, checking for any overdue actions or risks flagged by project managers. 
Mid-morning, you meet with the Digital Adoption Manager to align on the overall portfolio plan. You discuss dependencies across workstreams and ensure the scheduling reflects operational realities. After lunch, you prepare a dashboard for the Head of Project Delivery and Governance, summarising delivery status, budget health, and resource utilisation across the portfolio. 
You end the day by reviewing feedback from last week’s project management workshop and begin drafting improvements to the toolkit and templates. 
 
~~Tuesday~~ 
You begin with a quick stand-up with your PMO Analyst and Data Apprentice. You assign tasks for the week, including updates to the resource tracker and coordination of the Ideas pipeline. 
Later, you join a scoping session for a new digital initiative. You support the team by capturing key actions, risks, and dependencies, and ensure they’re logged in the PMO platform. You also advise on how to structure the business case to meet governance requirements. 
In the afternoon, you meet with operational managers to understand BAU pressures and how they might impact delivery timelines. You update the portfolio plan accordingly and flag any concerns to the Head of Digital Delivery. 
 
~~Wednesday~~ 
You start the day by compiling the weekly status report. You pull data from a number of data sources to ensure financials are accurate and up to date. You also chase a few project leads for missing updates. 
Midday, you attend a lessons learned workshop for a recently closed project. You facilitate the session, capturing insights and recommendations to feed into future delivery. You also update the PMO knowledge base with new guidance on risk mitigation and stakeholder engagement. 
Later, you meet with the Communications team to plan a blog post about the Council’s approach to portfolio management and how it supports digital transformation. 
 
~~Thursday~~ 
No stand-up today, so you focus on continuous improvement. You spend the morning reviewing the PMO processes and identifying opportunities to automate reporting and reduce duplication. You test a new dashboard prototype that pulls real-time data from the PPM tools. 
Just before lunch, you have your weekly 1-to-1 with the Head of Project Delivery and Governance. You discuss progress on the Ideas pipeline, resource allocation challenges, and upcoming governance board meetings. 
In the afternoon, you support a project manager preparing for a project board meeting. You help refine the presentation, ensure risks are clearly articulated, and confirm that all documentation is in place. 
 
~~Friday~~ 
You start the day by finalising the monthly portfolio health report. It includes delivery RAG ratings, budget forecasts, and benefits tracking. You send it to senior stakeholders and prepare talking points for next week’s governance board. 
Mid-morning, you join a webinar on emerging technologies in project management. You’re particularly interested in how AI and RPA can enhance PMO functions, and you make a note to explore pilot opportunities. 
After lunch, you attend the Digital Services retro and planning meeting. You share highlights from your week and outline priorities for the next. A colleague asks for help with a new project intake process—you volunteer. 
You end the week by tidying up your notes, updating the PMO calendar, and making sure everything’s ready for another busy week.
