The Office of Rail and Road (ORR) is the independent economic and safety regulator for Britain’s railways and monitor of performance on England’s strategic road network.

Job description

The Health and Safety Policy Team is a close-knit, professional and supportive team. It brings together policy, analysis and industry insight to strengthen how rail safety is managed across Britain. We work collaboratively across ORR and with external partners to turn complex issues into clear, practical policy solutions. We are also responsible for the delivery of GB’s statutory train driving licence regime.

The Licensing and Service Devlivery Manager will lead the delivery of the statutory train driving licence service, ensuring train driving licences are issued and renewed accurately, efficiently and in line with legal requirements; act as the main point of contact for train operators and colleagues, providing expert advice and resolving service delivery issues; drive continuous improvements to the Train Driving Licences Portal and related processes, guidance and systems, working closely with operators and external suppliers to deliver a more efficient and user-focused service; support the Head of Team on wider train driving licence activities, including potential legislative reform, helping to shape future policy and regulatory requirements.

This role contributes directly to railway safety and regulatory compliance by ensuring train drivers are appropriately licensed and operators can efficiently meet their legal obligations. By improving systems and processes, the role enhances service quality, reduces administrative burden and supports a modern, effective licensing regime for the rail industry.

Additional Information

At ORR, our hybrid working means that we currently work from our workplace location a minimum of 40% of our working week, although requirements to attend other offsite locations for official business, also count towards this level of attendance. Working arrangements are subject to continuous review.
