The Skills and Employment Unit’s Funding Policy and Systems Team is responsible for data collection and processing related to London’s adult education and skills programmes and produces a range of data products to support delivery of the Mayor’s priorities in this area.

You will lead the planning, design and delivery of user research with users of the team’s data products to understand their needs and requirements and work with the development team to design potential solutions.
The team has recently started embedding user-centred approaches in its work. We manage contractors and suppliers to deliver essential facilities services such as workplace maintenance, property and leasehold, cleaning, and facilities management. Many of these services are business critical and we cannot safely open our offices without them. We are also responsible for ensuring organisational compliance with health and safety regulations, supporting staff to undertake Display Screen Assessments, and monitoring and responding to health &amp; safety incidents in the office. Duties and Responsibilities This is a challenging and fast-paced post, which will have responsibility for managing our teams at Embankment House and Victoria Square House and ensuring efficient delivery of our Estates &amp; H&amp;S services. The Private Finance Initiative Contract Management Service manage the Council’s Building Schools for the Future Private Finance Initiative (PFI) Programme which delivers a range of services to the secondary school and College sector (seven Centres for Learning) within Knowsley and the specialist educational provision at Bluebell Park.&nbsp; The Service manages a 25-year contract terminating on the 31 August 2034.&nbsp; These services relate to the management of the various contracts for the provision of the buildings, hard facilities management, soft facilities management, catering and any changes/variations as requested by the site leadership teams.

About the Programme
Are you looking to start your career in property and asset management? We have an exciting opportunity for a Graduate Assistant Asset Surveyor to join our multi-disciplinary Asset Management Team. You’ll play a key role in supporting the management of a diverse property portfolio and delivering strategic asset management objectives for the Council.
This includes support for becoming a member of the RICS.&nbsp; This would include an Assessment of Professional Competence which we would support you to achieve.
What You’ll Do

<li>Assist with a broad range of asset management functions, including landlord and tenant matters, compulsory purchase, valuation, and surveying.</li>
<li>Support regeneration, housing, and highways schemes, including property acquisitions.</li>
<li>Help manage the Council’s leased property portfolio, including rent reviews, lease negotiations, and terminations.</li>
<li>Update property databases and prepare plans and drawings for professional staff.</li>
<li>Undertake negotiations on minor property matters and assist with asset disposals.</li>
<li>Contribute to asset valuations in line with CIPFA and RICS standards to support statutory requirements.</li>

We have a fantastic opportunity for an experienced Programme Manager – Productivity, to join our Business Change Team here at Wokingham Borough Council, on a full-time, 12 Month Fixed Term Contract.
As the Programme Manager – Productivity, you will lead the delivery and monitoring of the council’s Productivity Programme across all directorates, ensuring savings targets and programme deliverables are met. This will include programme level and issue risk management, engaging cross-functional senior stakeholders to drive good governance, supporting change management and assuring accuracy and quality of programme reporting.
You’ll take a proactive approach to leading and motivating colleagues involved in productivity projects in line with deliverables and work collaboratively with other stakeholders including members and partners to maximise opportunities.

Key Responsibilities:
<ul>
<li>Help make sure the council’s productivity projects are planned, organised, and reported on, working with other colleagues in the Business Change team.</li>
<li>Collect and create reports about productivity projects for the Corporate Leadership Team.</li>
<li>Keep track of any risks or problems that might affect these projects, and work with senior leaders to solve issues.</li>
<li>Lead and engage with team members working on productivity projects and provide further support if needed.</li>
<li>Undertake any other duties aligned to the general levels of responsibility of the post.</li>
</ul>
Candidate Requirements:
<ul>
<li>Relevant portfolio, programme and project management qualification or skills and experience (MSP or similar).</li>
<li>Knowledge of local government and particularly the transformational Government and efficiency agenda.</li>
<li>Proven ability in managing portfolios, programmes, projects, other managers and colleagues to achieve agreed outputs, within budget, including benefit realisation.</li>
<li>Experience of using Microsoft applications including Word, Excel, MS Project, MS Visio, PowerPoint.</li>

Whilst this is a fixed term contract appointment, for anyone already employed by Wokingham Borough Council this would be classed as a secondment if successful.&nbsp; Therefore, the usual permission requests for secondments apply and you must speak to your line manager in the first instance before applying.
