About the Role
This role focusses on supporting the development of major transport projects and investments that will help realise the Metro Mayor’s vision of creating a fairer, stronger, cleaner Liverpool City Region – where no one is left behind.&nbsp; Projects will contribute towards economic growth, our transition to Net Zero Carbon by 2035, improve Place and reduce inequality.&nbsp; You will support the project teams in business case development, which may include drafting sections of the business case yourself, commissioning discrete works such as economic appraisals, and steering projects through our local and national government approvals processes.&nbsp; You will challenge projects to deliver the maximum benefits with the funding provided, and contribute to project team sessions, including with external partners.
The opportunity
You will join a growing and respected team leading the development of our place-based pipeline of transport projects, who have recently secured £1.6 billion from Central Government to deliver transformational change to the city region.
You will be joining us at an exciting time, with a new leadership in place within our directorate, a new Mayoral term, and a new UK government.&nbsp; Initially your role will be focussed on supporting the development of projects within our transport pipeline, helping those projects and programmes secure relevant approvals and ensuring they best chance of delivery within the funding period.&nbsp; This will include engaging with teams across the organisation, drafting briefings for cabinet members, the Metro Mayor and other key stakeholders and coordinating the Investment and Delivery Directorates external communications, in collaboration with our Strategic Communications and Public Affairs team.&nbsp;
Main responsibilities
<ul>
<li>-Supporting the development of robust, high quality business cases. You will advise project sponsors on how their projects can be developed to maximise benefits and align with our strategic objectives.</li>
<li>-Critically assess project information submitted to the Combined Authority, ensuring designs meet the latest standards, costs are robust, appraisal techniques used are sound, programmes are realistic and resources are identified.</li>
<li>-Reviewing financial models and analysis to support the Combined Authority’s management of devolved funding</li>
<li>-Drafting reports to internal and external boards, and political bodies, making funding recommendations</li>
<li>-Supporting assessment of the economic, social, environmental and other products of projects under consideration (often led by third party experts)</li>
<li>-Managing documents, reports, key correspondence and other materials related to projects under consideration. Aligning the required approvals across a wide range of governance structures to maintain project progress is a key requirement</li>
<li>-Supporting the procurement, selection and contracting of third party contractors at the project level</li>
<li>-When required draft sections of business cases to support project sponsors</li>
<li>-Support the submission of projects for gateway reviews, and take on the role of gateway reviewer of other projects</li>

About the Role
This is a pivotal time for the Liverpool City Region in relation to transport, our ambition is to deliver a modern, integrated and publicly controlled public transport system.
This is a newly created role where the use of data and information will drive operational performance of our multi modal metro network. Reporting to the Head of Network Performance this role is to lead a joint (bus and rail) team that will oversee standards across the network for the entire Liverpool City Region.
 About the person

About the Role
This is a pivotal time for the Liverpool City Region in relation to transport, our ambition is to deliver a modern, integrated and publicly controlled public transport system.
&nbsp;As Bus Operations Manager you’ll be responsible for managing all the contracts awarded to bus operators through bus franchising and work with the Rail Operations Manager to ensure the bus network operates as a fully integrated part of the Metro network across the Liverpool City Region.
This is the perfect opportunity to manage a multi-disciplinary bus team, managing the day-to-day operational bus network in accordance with contractual terms of the Franchise holder.

About the Role
We are expanding our transport analysis team to support a range of exciting projects throughout the City Region, to help deliver on our ambitions. The transport analysis team provide the evidence to support policies, strategies and investment decisions.
The Combined Authority are investing significantly in the operation of our transport network, through new rolling stock, smart ticketing and bus reform. We are developing major proposals for rail, bus and active travel schemes. We have successfully allocated our £710m of funding from the City Region Sustainable Transport Settlements (2022-2027); and are now developing a place-based pipeline for the next round of capital CRSTS funding.
We are looking for a highly motivated Principal Transport Analyst to join LCRCA’s Evidence, Research and Intelligence Service Area. This is an exciting opportunity to help shape the future of transport in the LCR and provide meaningful, evidence-based analysis. You will have the opportunity to contribute to and support the development of our growing team.
The focus of the role will be on transport evidence. This will include specifying and influencing data collection programmes, responsibility for transport evidence dissemination and briefings within LCRCA, developing robust evidence bases and using evidence to shape the strategic narrative for interventions at both an LCR and scheme level.
The role will include management and technical input to projects incorporating transport data and analysis including transport business cases. You will develop projects from initial scoping to implementation to communication of findings, working as part of a team and on your own initiative.
 About the person
We are looking for an individual who can provide evidence and intelligence support on a range of transport projects. The successful candidate will have a strong technical background (including knowledge of DfT TAG guidance) but also be able to see the ‘bigger picture’ and provide strategic advice, particularly recognising the importance of a place-based approach and the role of transport as an enabler for economic and social change.
We are looking for someone who can accelerate the use of transport evidence within LCRCA. They will need to have an understanding of analytical techniques but importantly be able to use information to develop a strong understanding of our transport network and input to the case for intervention.
You will have the ability develop proportionate approaches and react quickly to a changing landscape. You will be able to interpret and communicate complex information in a clear and digestible format to support effective decision making and be comfortable presenting to senior members of the organisation.
