Job Introduction

About Us

Oxfordshire County Council is committed to improving outcomes for our communities through innovation, data‑driven decision‑making, and a culture that values learning, kindness, integrity, responsibility, and doing things differently. Our Data & Insight Team plays a central role in helping services understand their workforce, identify trends, and make evidence‑based decisions. We work collaboratively across the organisation, supporting colleagues with high‑quality information, analytical insight, and user‑friendly reporting tools that empower services to act with confidence.

About the Role

This role sits within the HR Data and Insight team, supporting the delivery of high-quality workforce reporting and analysis to inform decision-making across the Council. You will produce and maintain a range of regular reports (weekly, monthly, quarterly and annual), respond to Freedom of Information requests, and manage a varied pipeline of ad hoc HR data enquiries. Working with HR systems and datasets, you will ensure accuracy, timeliness and consistency of information, applying established processes while using judgement to prioritise work and escalate issues where needed.

About you

You will have experience working with data, ideally within an HR or organisational setting, and be confident producing accurate reports and handling sensitive information. You are analytical, organised and detail-focused, with strong IT skills and the ability to interpret and present data clearly to a range of stakeholders. You are comfortable managing multiple requests to tight deadlines, including statutory requests such as FOI, and take a proactive approach to improving data quality and reporting processes. A collaborative and customer-focused mindset, alongside a commitment to confidentiality and professional standards, is essential.

Rewards and benefits

Working for Oxfordshire County Council means working for a supportive organisation that values flexibility, wellbeing, and professional development. As a G8 employee, you will benefit from a competitive salary, generous annual leave, access to the Local Government Pension Scheme, and a range of employee benefits including flexible working options, professional learning opportunities, staff networks, and wellbeing resources. You will be part of a team that invests in your growth and empowers you to make a meaningful impact across the organisation.

Our commitment to:
Equality, Diversity and Inclusion

At Oxfordshire County Council we are proud of our diverse workforce. Everyone is accepted for who they are, regardless of age, disability, gender identity, marital status, race, faith or belief, sexual orientation, socioeconomic background, or on maternity or family leave. We have a number of staff network groups which provide peer support, education and safe spaces for all.

Our commitment to:
Guaranteed Interview Schemes

As a Disability Confident employer, we guarantee an interview for disabled applicants who meet the essential criteria for the job. We also guarantee interviews to care leavers who have completed further education and who meet the essential criteria for the job. For those leaving care without any further education, we guarantee an interview for our apprenticeships. We are also committed to helping and supporting those transitioning from HM Armed Forces to civilian life and guarantee an interview for those demonstrating the essential criteria for the role, within three years of leaving the service.

Our commitment to:
Safeguarding

Oxfordshire County Council are committed to safeguarding and promoting the welfare of children, young people and adults. We expect all employees, workers and volunteers to share this commitment. We will ensure that all our recruitment and selection practices reflect these commitments.

Our commitment to:
Flexible Working

We are open to discussions about flexible working, which can include flexi-time, part time working, job sharing, nine-day fortnights and annualised hours, depending on the requirements of the role and the service.
