Job summary
Join Ofgem and play a key role in shaping the future of the UK’s energy sector. As a Senior Digital Business Analyst within our Salesforce Centre of Enablement, you will help drive the delivery of Ofgem’s Digital Strategy by leading business analysis across a portfolio of transformational digital, data and AI initiatives. Working at the heart of our Salesforce programme, you will collaborate with stakeholders across the organisation to understand business challenges, identify opportunities for improvement, and design user-centred solutions that support Ofgem’s mission of delivering a safe, affordable and sustainable energy system. You will undertake research and analysis to understand business processes, operating models, data requirements and user needs, translating these into clear functional and non-functional requirements for delivery teams. Acting as a trusted link between business and technical colleagues, you will ensure solutions are aligned with organisational objectives, regulatory obligations, architectural standards and user expectations. You will support feasibility assessments, proof-of-concept activities and product prioritisation, using evidence-based insights to help shape minimum viable products and future enhancements. The role requires a strong understanding of how people, processes, data and technology interact to deliver effective services, alongside an appreciation of the capabilities of the Salesforce platform. You will take ownership of the quality and consistency of business analysis deliverables, build and maintain reusable requirements and user story repositories, and promote best practice across projects. Working across multiple initiatives simultaneously, you will identify risks, constraints and impacts, define success measures, and champion continuous improvement through lessons learned and stakeholder feedback. Job description
Key Responsibilities:
The role requires collaboration with stakeholders to understand Ofgem’s regulatory and civil service context, ensuring alignment with statutory duties, governance, and strategic priorities. You will elicit, define, and manage business and user requirements through a range of methods, maintaining traceability and facilitating prioritisation throughout the delivery lifecycle. You will support feasibility assessments and proof-of-concept exercises, shaped around your knowledge of the capabilities of the Salesforce Platform. You will contribute to designing holistic, user-centred solutions across people, process, information, and technology, leveraging best practices and aligning with enterprise architecture, accessibility standards, and regulatory constraints. You’ll act as a trusted intermediary between business and technical teams, facilitating decision-making through structured analysis and data-driven insights. You’ll champion continuous improvement and ensure feedback and lessons learned inform future projects.
Key Outputs and Deliverables:
- Investigation & Analysis: Artefacts such as SWOT/PESTLE analysis, process models, problem/opportunity statements, and stakeholder maps.
- Requirements Management: Requirements artefacts; catalogues, user stories, acceptance criteria, traceability matrices, and prioritisation frameworks such as MoSCoW.
- Solution Design: Solution options, feasibility studies, target operating models, gap analyses, and high-level designs.
- Stakeholder Engagement: Engagement strategies, workshop plans and outputs, decision logs, and visuals (e.g., journey maps, personas) to validate solutions.
- Change Implementation: Support business case development, process changes, training needs analysis, and post-implementation reviews.
Person specification
Essential Criteria:
- Experience in supporting the analysis, design and implementation of services in the Salesforce Platform (LEAD)
- BCS International Diploma in Business Analysis (or equivalent) or qualified through practical experience
- Proven ability to lead and shape business analysis work within digital, data and technology programmes and projects.
- Proven experience of applying agile approaches to Business Analysis (e.g. working iteratively, agile requirements techniques, inspecting and adapting)
Desirable Criteria:
- Experience using tools like Azure DevOps/JIRA, Confluence, Visio, BPMN, Miro, or Trello to support analysis and collaboration.
- Knowledge of government policy, standards, regulatory environments, and Government Digital Service (GDS).
