This full-time, permanent position has a starting salary of £38,090 per annum, based on a 36-hour working week.

At Surrey Fire and Rescue Service, the information we provide helps keep firefighters, partners and our communities safe. We’re looking for a Risk Intelligence Officer to join our Data Insight Team where you’ll make sure critical risk information is accurate, accessible and easy to use—supporting safe and effective decision-making when it matters most.

This role is based at Woodhatch Place in Reigate with hybrid working, including a minimum of two days per week in the office. There may be occasional travel across the county, and opportunities to work from local fire stations or other Surrey County Council sites where appropriate.

About the team

Our Data Insight Team plays a key role in keeping communities safe. We develop and maintain operational risk intelligence that helps firefighters understand the risks they may encounter before and during an incident. Our work combines information management, mapping, operational insight and technology to support safe and effective emergency response.We work closely with data analysts, data engineers, technology specialists and operational colleagues, combining our expertise to ensure critical risk information is accurate, accessible and fit for operational use.

About the role

In this dynamic and collaborative role, you will work across a range of systems and technologies to ensure that life‑critical data is accurate, accessible and easy to use in high-pressure situations through mobile data technology. You will play a key part in maintaining and enhancing datasets, ensuring information remains up to date, reliable and aligned with operational needs, directly supporting public safety and informed decision-making.

This is not a traditional Data Analyst or Data Engineering position. While data forms a significant part of the role, the primary focus is on creating and maintaining operational risk intelligence that supports frontline firefighting and emergency response activities. The role combines information management, GIS mapping, AutoCAD plans and risk intelligence to support operational decision-making. We are looking for people who can turn complex information into practical products that help keep firefighters and communities safe.

We are looking for a proactive and organised individual with excellent attention to detail and a passion for working with information, risk and operational intelligence. You will be comfortable managing multiple priorities, able to meet deadlines under pressure, and flexible in adapting to new technologies and processes. Strong communication and teamwork skills are essential, as you will collaborate with colleagues and stakeholders to produce high-quality outputs. You will have experience with data tools such as AutoCAD and ArcGIS, alongside the ability to interpret complex information and translate it into clear, practical insights.

Your responsibilities will include collecting, processing and maintaining risk data to ensure accuracy and accessibility, as well as producing clear, user-friendly maps, site plans and reports for operational crews and partner agencies. You will maintain address data and related systems, ensuring mobile data terminals deliver accurate, up-to-date information, while also identifying opportunities to improve data, systems and processes.

Most importantly, you will be motivated by contributing to a service that helps keep communities and frontline responders safe.

Shortlisting Criteria

In order to be considered for shortlisting, your application will clearly evidence the following skills and align with our behaviours:

  • Education to A level, HND standard or equivalent, or the ability to demonstrate experience at this level, with a relevant qualification where appropriate
  • Experience working with AutoCAD, ArcGIS, FME or similar spatial and technical drawing systems. This role requires the creation and maintenance of maps, site plans and operational risk information
  • Proven experience of processing and maintaining data, with a good understanding of data quality, governance and stewardship
  • Excellent IT skills, including MS Office and database or data management systems, with the ability to undertake technical work relevant to the role
  • Strong problem‑solving and organisational skills, with the ability to work across complex systems, manage multiple priorities and deliver clear, practical solutions
  • Strong written and verbal communication skills, with the ability to explain complex information clearly to a range of stakeholders, build positive working relationships, and adapt to technological and organisational change
