Job summary

Are you looking for an opportunity to lead the shaping of financial processes in a complex and changing environment, working with key stakeholders to ensure robust financial management is in place within a high profile area? If so, we would love to hear from you.

We are seeking a Senior Capital Finance Manager within the Financial Reporting and Planning Team. You will provide dedicated financial expertise to a variety of senior leaders, build networks and improve financial capability whilst supporting the transfer of significant capital assets following Social Security Programme’s closure in March 2026. This is a newly formed role that provides opportunities for you to enable the continuation of service delivery, be vital in supporting and delivering significant capital programmes and shape financial processes to ensure robust financial management.

This role will be vital in delivering investment ambitions, and therefore involve regular engagement with policy colleagues and Social Security Scotland’s Executive Team to establish future requirements and timescales, supporting robust decision making for future investment across the organisation. You will liaise with Scottish Government Central Finance colleagues and External Audit around the correct accounting treatment for capital expenditure and depreciation calculations, including the provision of assurance and evidence to support the delivery of value for money.

Job description

Responsibilities

  • Monitor in-year and future year capital expenditure for Social Security Scotland, providing necessary assurance to senior leaders and core Scottish Government Finance colleagues, ensuring forecasts remain accurate and explaining any variances.
  • Work with Senior Leaders to develop a capital strategy which delivers on the organisation’s key priorities.
  • Lead on development of financial tools and guidance to develop financial capability and support accurate classification of capital expenditure.
  • Impact the future benefits and efficiencies to be delivered from capital investment, and tracking the delivery and outcomes of this.
  • Assess expenditure plans to ensure appropriate accounting treatment in line with relevant accounting standards.
  • Provision of expert advice and guidance to budget holders and Executive Team around the in-year and future year capital programme.
  • Lead the completion of notes to accounts which are relevant to capital (including Fixed Assets, Intangible Assets and Capital Commitments) for the Annual Report and Accounts, and liaise with External Audit during the audit process.
  • Manage the safe and secure transfer of assets from Social Security Programme.
  • Regular review of Social Security Scotland’s Capitalisation Policy.
  • Supporting Senior Responsible Officers in adhering to internal and Scottish Government-wide governance processes associated with major investment projects.
