Support a new specialist housing and building safety enforcement team

The City of London Corporation is establishing a new Private Sector Housing & Building Safety Team within Port Health & Public Protection to strengthen statutory housing enforcement and regulatory functions. The team’s work will cover private sector housing enforcement, HHSRS inspections and interventions, HMO licensing, building safety and fire safety in residential properties, Renters’ Rights implementation and enforcement, civil penalties, notices and formal enforcement action.

As Technical Officer, you will provide high-quality administrative, coordination and customer support functions across the Housing & Building Safety service. You will help ensure efficient safety processes, accurate record-keeping and effective communication with residents, landlords, contractors and internal teams. This role is central to the smooth operation of building safety workflows, compliance reporting and housing safety activity, supporting the Team Manager and Environmental Health Officer in delivering the Private Sector Housing – Building Safety service.

You will act as a key point of contact for the service, manage shared inboxes, handle enquiries and complaints, coordinate inspections, site visits and multi-agency meetings, maintain electronic and paper records, and support the preparation and updating of service strategies, policies and operational procedures.

The role also involves data management and reporting, including maintaining IDOX Uniform housing safety records, supporting performance reports, dashboards, statutory returns and data integrity. You will assist with enforcement and compliance work by gathering and organising evidence, drafting enforcement correspondence and statutory notices for review by an Environmental Health Officer, preparing concise witness statements or case summaries under supervision, and supporting communications with residents and stakeholders.

You will liaise with external agencies and partners such as housing providers, the London Fire Brigade, building control bodies and the Building Safety Regulator, helping the team coordinate joint inspections, safety initiatives and a joined-up approach to housing and building safety matters.

About you

We are looking for someone with a strong interest in regulatory services, housing compliance and public protection. You should have, or be working towards, a degree in Environmental Science, Environmental Health or a similar relevant Level 4 qualification. You will need knowledge of housing and environmental health legislation, an understanding of administrative processes within housing, compliance, safety or similar regulatory environments, and awareness of building safety, fire safety or housing standards workflows.

You will bring good written and oral communication skills, with the ability to prepare reports, witness statements, correspondence and advisory documentation, experience of supporting environmental health casework involving investigatory casework, inspections and enforcement, use of property databases such as Uniform, experience in regulation and enforcement including PACE and service of notices, and effective communication at all levels.

Experience of handling housing complaints, interpreting large volumes of data, customer contact, presentation skills and an understanding of wider PH&PP teams and external agencies would be desirable.
