Help shape the future of housing regulation in the City of London

The City of London Corporation is establishing a new Private Sector Housing & Building Safety Team within Port Health & Public Protection to strengthen the City’s statutory housing enforcement and building safety functions. This is a rare opportunity to take a senior leadership role in a newly created specialist regulatory function, helping to shape the service from the outset and ensuring that homes within the City are safe, compliant and well managed.

As Private Sector Housing Building Safety Team Manager, you will manage the Private Sector Housing Building Safety statutory regulatory function within Environmental Health & Public Protection, ensuring delivery in line with corporate and departmental protocols, statutory obligations and professional standards. You will be the City Corporation’s lead expert for this specialist area, providing authoritative advice, managing complex disciplines and representing the service on departmental and corporate working groups and committees.

This is a strategic and operational leadership role. You will manage and develop the team’s services and resources, provide professional direction to officers, oversee complex enforcement activity, contribute to service intervention plans, and lead the development of strategies, procedures, policies and initiatives for Private Sector Housing and Building Safety. You will also manage staff, contribute to recruitment, appraisals, training and development, and budget monitoring.

You will act as a senior ambassador for the service, developing effective working relationships with elected Members, senior officers, government departments, regulators and external partners. The role will involve preparing and presenting reports, briefings and recommendations to Committees, Members and senior management, providing clear and authoritative advice on complex housing, building safety and regulatory matters, and supporting informed decision-making across the Corporation.

The role will focus on key areas including HHSRS, HMO licensing, fire safety in mid and high-rise dwellings, public health in housing, Renters’ Rights implementation and enforcement, and strategy and policy development including the Housing Enforcement Policy. You will also coordinate or support responses to major building safety incidents and other serious incidents relevant to the service.

About you

We are looking for an experienced regulatory leader with strong professional credibility, excellent judgement and the ability to operate confidently in complex and politically sensitive environments. You will need a BSc or MSc in Environmental Health, or similar CIEH-approved qualification, registration with the Environmental Health Officers Registration Board, Chartered Environmental Health Practitioner status or equivalent, and current CPD records.

You will bring significant experience in a local authority regulatory services environment, including management or supervision of professional, technical and/or administrative staff, service planning, service development and delivery of service objectives. You will also have significant experience in environmental health, specifically Private Sector Housing and Building Safety, including HHSRS, HMO licensing, fire safety in mid and high-rise dwellings, public health in housing, Renters’ Rights implementation and enforcement, and housing enforcement policy development.

You will be confident preparing reports and advice for a wide range of stakeholders, including elected Members, businesses and the public, and able to build effective relationships with partners and external bodies.

The postholder will participate in the Public Protection out-of-hours duty EH Manager rota, approximately one week at a time every seven weeks, with standby payments applying. Some duties may need to be undertaken outside core working hours.
