<h4>Job summary</h4><p>The Ministry of Defence employs over 50,000 Civil Servants. Within that, the AIR Top Level Budget (TLB) employs around 5,000 MOD Civil Servants located at over 300 locations. There are many different functions and professions delivering key outputs for the Royal Air Force. </p><p>Operating from RAF Odiham, the Chinook Helicopter Force has been at the forefront of UK operations for 42 years. In this role you will be pivotal to ensuring the safe operating environment of a frontline helicopter unit and circa.2500 Service personnel, Civil Servants and Contractors. </p><p>The Establishment Fire Focal Point (EFFP) is a new post and will be based at RAF Odiham. You will be responsible to the Regional Commander / Station Commander to ensure improvement and maintenance of a correct Fire Safety culture You will ensure Defence policy compliance, on behalf of the Head of Establishment, to fire safety in accordance with the Regulatory Reform (Fire Safety) Order 2005 – Part 2 Fire Safety Duties. With direct links into The Chief Environment and Safety Office (CESO) and Capita Fire and Rescue (CFR), you will provide subject matter expertise across the unit. </p><p>This position is advertised at 37 hours per week. </p><h4>Job description</h4><p>The successful candidate will be responsible for the Management and maintenance of the Stations’ Fire Safety Management Systems (FSMS) and Fire Safety Management Plans. You will manage and maintain Stations’ fire orders and fire policies and produce and maintain fire risk reporting dashboards. You will prepare Station documentation for 2PA conducted by Air Command and 3rd Party Audits conducted by the Defence Fire Safety Regulator (DFSR). </p><p>Acting as the intelligent interface for communications from CESO Air the EFFP will organise Fire Safety meetings and prepare information for the wider Functional and Total Safety forums including Executive Level and RAF formations. You will also liaise with Local Authority Fire Rescue Services (LAFRS) and arrange training with LAFRS, where required. </p><p>The EFFP will advise Building Custodians, and Officers in Charge, on the development of building fire orders and evacuation plans and assist with fire evacuation drills, delivering and planning BC training. <h4>Job summary</h4><p>The SIA is the organisation responsible for the regulation of private security. It is an independent, arm’s length body (ALB) of the Home Office, reporting to the Home Secretary, under the terms of the Private Security Industry Act 2001. The SIA’s purpose Is protecting the public through effective regulation of the private security industry and working with partners to raise standards across the sector. Its regulatory remit covers the whole of the United Kingdom. </p><p>The SIA has two main duties: the compulsory licensing of individuals undertaking designated activities within the private security industry and the management of a voluntary Approved Contractor Scheme, which measures private security suppliers against independently assessed criteria. </p><p>SIA licensing covers security operatives who are in guarding, door supervision, close protection, cash and valuables in transit, and public space surveillance using CCTV, vehicle immobilisation (in Northern Ireland) and key holding. Licensing ensures that private security operatives are fit and proper persons who are properly trained and qualified to do their job. </p><h4>Job description</h4><p>As Deputy Director Compliance and Inspections – Private Security, you will be responsible for the SIA’s private security compliance and inspections capability, providing strategic leadership over the regulatory work and teams delivering this statutory function. This will mean providing a coherent strategy and effective supervision and compliance regime, providing regulatory advice on compliance, inspecting and investigating non-compliance, and ensuring robust enforcement interventions under the PSIA regime.</p><p>This is an externally visible role that will also require you to influence a broad range of stakeholders to improve compliance with the Private Security Industry Act 2001 (PSIA) and standards of private security generally, to ensure the SIA makes a positive difference to public protection, and the effectiveness of protective security across the UK.</p><p>With a track record of senior leadership and performance success in high-profile comparable organisations with national reach (government, private or public sectors), you will bring experience of leading inspections and/or investigation teams and proven success of using investigation powers in a regulatory environment to sanction, deter and disrupt non-compliance and drive positive changes in sector / industry behaviours.</p><p>An inspiring, visible leader, you will be able to elicit outstanding performance internally, whilst influencing a broad range of external stakeholders to inform and promote positive and effective organisational and industry change with grip and pace, working collaboratively and collegially with peers, senior colleagues and front-line teams alike.</p><p>This is an exceptional career opportunity and an exciting time to be part of the SIA, particularly as we prepare to become the independent regulator for Martyn’s Law. Although a managerial role rather than being faith or belief specific, post holders must be endorsed by the respective HMPPS Faith and Belief Adviser.</p><p>The job holder will provide for the religious and pastoral care of prisoners and staff in their own faith or belief tradition, and appropriate pastoral care for all irrespective of faith/belief tradition or of none.</p><p>The job holder will work with colleagues to ensure the delivery of PSI 05/2016 Faith and Pastoral Care for Prisoners or its successor policy framework document and also the broader work of chaplaincy in delivering faith and non-faith based courses. The job holder will contribute to the process by which the Governor and Head of Chaplaincy/Profession at headquarters are assured that these policies are being delivered.</p><p>Responsible for leading on developing relationships with various support and volunteer groups and, where appropriate, act as Official Prison Visitor Liaison Officer.</p><p>Takes responsibility for one’s own spiritual health and development, allowing time for private prayer/reflection, study and retreat.</p><p><strong>Responsibilities, Activities and Duties</strong></p><p>The job holder will be required to carry out the following responsibilities, activities and duties:</p><p><strong>Team and Personal Management</strong></p><p>• Responsible for leading and managing a multi-faith and belief chaplaincy team, ensuring chaplains are available and accessible to prisoners, the effective administration of chaplaincy, including prisoner lists for events, records updated etc and promotes HMPPS policy in all activities and behaviours; e.g. diversity, decency, safety and reducing re-offending agendas.</p><p>• Responsible for ensuring prisoners’ complaints (including those involving litigation claims) relevant to the Chaplaincy team, have been dealt with in accordance with policy. Carries out investigations and administration in relation to incidents of potential discrimination and reports on findings.</p><p>• Ensure chaplains and volunteers are receiving necessary training, development opportunities, mentoring and personal support including after incidents as well as for volunteers and nurturing them in their contribution.</p><p>• Accountable for the performance of the Chaplaincy team and the staff within it. Manages the achievement of qualitative and quantitative standards within the function, verifying and signing off documentation asappropriate. Analyse and act upon data relevant to Chaplaincy. Attends relevant boards/meetings and actively contribute either as chair or team member, produces relevant reports as required and ensures all correspondence is replied to within agreed timescales.</p><p><strong>Pastoral Care &amp; Worship/Meditation</strong></p><p>• Provide pastoral care and seek to ensure spiritual welfare of prisoners and all staff, including acquiring and distributing appropriate faith/belief literature, supplies and materials. With responsibility for arranging and leading worship/meditation for own faith/belief community, plan, organise hospital visits, weddings, funerals, memorial services, where appropriate. Assist with offenders on release into the community, those serving community sentences or other HMPPS funded community initiatives by agreement.</p><p>• Provide expert faith/belief advice within establishment and be responsible for supporting it in ensuring faith/belief groups observe their religious holy days and festivals and for planning and leading workshops and prayer/faith specific meetings.</p><p>• Responsible for ensuring and delivering awareness programmes for prisoners, including bereavement programmes and lifer programmes, as applicable, and local faith/belief awareness training for staff.</p><p><strong>Stakeholder Relationships &amp; Management</strong></p><p>• Work closely with Safer Custody to ensure issues such as deaths in custody procedures, Assessment Care in Custody Teamwork (ACCT) and Violence Reduction are delivered in-line with HMPPS standards. Ensuring, and contributing to, supporting prisoners in dealing with bereavement by liaising with families/prisoners and other third parties; e.g. hospitals, Coroners’ offices.</p><p>• Responsible for ensuring the involvement of the Chaplaincy team in resettlement issues as appropriate and engage and build contacts with own faith/belief community towards aiding the resettlement of prisoners and for the contact strategy with outside faith/belief-based agencies to help with the resettlement of prisoners.</p><p>Resource &amp; Financial Management</p><p>• Contribute to the establishment’s overall achievement of standards and be accountable for the performance and delivery of targets relating to the budget and People Plan. Responsible for leading the development of local policy, procedures and practice and the implementation of national policy for chaplaincy services. Ensures that current Chaplaincy practice is in line with policy (both national and local). Contributes to the development and delivery of the medium-to-long term strategic and business plan for the establishment, with overall responsibility for implementation within their function.
