The roles are:

Head of Transformation

Head of Transformation- HASC programme

As Head of Transformation you will lead the engine room for change, improvement and innovation for Tower Hamlets, transforming existing services and establishing new ones to support the communities of Tower Hamlets by implementing a comprehensive Improvement and Assurance Framework.

Working with our leadership teams you will have strategic influence and impact, leading a team developing and implementing innovative programmes using consistent systems, tools, processes and reporting and processes to understand performance and impact and execute positive change.

You will operate with transparent accountability and embed a consistent working culture across the organisation that provides assurance and delivers positive change.

You'll be a role model for the change we want to see, values driven, well versed and expert in the full suite of transformation, portfolio and project management tools, (SPM, Prince II, Agile, Lean) skills and capabilities, with a good understanding of local authority culture, services, systems, processes and how to value, motivate, inspire and develop the people working here.

You'll show superb inclusive and effective leadership and management capabilities, able to design, develop and lead your service and the people in it to act as role models for transformation excellence and accelerate the pace and quality of change across Tower Hamlets.

In summary, the key attributes of a successful candidate are:

  • Public sector expertise – Understands local government services, constraints, and political dynamics.

  • Programme delivery – Oversees complex transformation portfolios with strong governance and pace.
  • Stakeholder influence – Works effectively with senior leaders, members, and partners to drive change.
  • Financial & commercial acumen – Links transformation to savings, efficiency, and value for money.
  • Digital & innovation mindset – Champions digital, data, and new ways of working.
  • People & culture leadership – Builds capability and fosters a culture open to change and continuous improvement.

We may also recruit a further Head of Transformation on a fixed term basis to focus on our work in transforming Adult Social Care. Please clearly indicate if you possess specialist skills and capabilities in this area as part of your application.
