About the Role

We are seeking an exceptional Safeguarding Adults Board (SAB) Manager in the Health and Adult Social Care Directorate to lead, coordinate and drive forward the work of the Tower Hamlets Safeguarding Adults Board (THSAB).

This is a high‑profile leadership role at the heart of our partnership arrangements. You will ensure the Board fulfils its statutory duties under the Care Act 2014, strengthens multi‑agency collaboration, and delivers meaningful improvements in the lives of adults with care and support needs.

In this role, you will:

  • Lead and manage the effective operation of the Tower Hamlets Safeguarding Adults Board, ensuring compliance with statutory requirements and best practice.

  • Develop and deliver the Board’s strategic plan, annual report, and performance framework.

  • Coordinate and quality‑assure Safeguarding Adults Reviews (SARs), ensuring learning is captured, disseminated and embedded across the partnership.

  • Provide expert advice to the Independent Chair, senior leaders, and partner agencies on safeguarding policy, risk, and emerging issues.

  • Drive forward multi‑agency learning, workforce development, and quality assurance activity.

  • Build strong, productive relationships with partners including health, police, housing, voluntary sector, and community organisations.

  • Lead engagement with residents, carers, and people with lived experience to ensure the Board’s work is grounded in real‑world insight.

  • Oversee the Board’s budget, governance arrangements, and administrative functions.

  • Horizon‑scan for national developments, research, and policy changes, ensuring Tower Hamlets remains at the forefront of safeguarding innovation.

About You

You’ll bring a blend of strategic leadership, safeguarding expertise, and partnership acumen. We’re looking for someone who can operate confidently at senior levels while staying grounded in the lived realities of adults at risk.

You will have:

  • Significant experience in adult safeguarding, social care, community safety, health, or a related field.

  • A deep understanding of the Care Act 2014, Making Safeguarding Personal, and multi‑agency safeguarding systems.

  • Proven ability to lead complex programmes of work and manage competing priorities.

  • Experience of working with or within a Safeguarding Adults Board, Community Safety Partnership, or similar multi‑agency forum.

  • Strong analytical skills, with the ability to interpret data, identify themes, and drive improvement.

  • Excellent communication and influencing skills, with the confidence to challenge and support partners constructively.

  • A commitment to equity, diversity, inclusion, and co‑production with people who use services.
