You'll be based at HMS Excellent, home to the Naval Headquarters and front-line training units. It is a hub of leadership, coordination, and expertise at the heart of naval command.

Job description


The primary purpose of the Prototype and Experimentation Safety Lead - Project Manager is to manage the project delivery of the safety processes and developments of Prototypes and rapid capability requirements and to support the planning and safe conduct of operating, testing and experimentation activities.

The role also provides support and expertise to the DCTO Platform Authority, in it’s function of maintaining and upgrading equipment held within the DCTO inventory, ensuring equipment utilised in DCTO experimentation activity is ‘Safe to Operate’ and ‘Operated Safely’.

Reporting to the DCTO DHd, a substantial amount of activity will be spent collaborating with DCTO team members to provide input and support to safety-related processes and manage compliance to Regulators and Policy for those DCTO prototype development and Testing, Experimentation, and Operational activities.

DCTO activity is often in the space of developing regulation (such as for maritime surface autonomy), and so engaging with a broad range of stakeholders (including, but not limited to engage across Navy Command, Navy Safety Centre, Defence Regulators, DE&S, and Industry) will often be required to progress activity. In particular, close working with the Regulators and Navy Safety Centre is required to ensure compliance to statute, regulation and policy.

The role is also required to conduct Second Party Assurance (2PA) of activity, and lead DCTO responses to Third Party Assurance (3PA).

Responsibilities:

• Provide guidance to DCTO team members on SEMS, and Technical & Process Safety. Including knowledge on Def Stan 00-056 & 00-055, DSA02 -DMR Regulation, MCA

• Work alongside regulators, Navy Safety Centre and other stakeholders to support development of regulation and policy in novel technologies such as maritime surface autonomy. Provide direction and expert advice to DCTO on areas where policy does not exist.

• Identify and mitigate technical and procedural risk, ensuring all DCTO activity (inc OPEX) is conducted in accordance with safe procedures, utilizing safe equipment and by competent personnel in a safe place.

• Establish and build a support network across the RN that can be utilised when novel assets or platforms are procured and delivered into the operate space to support the Experimentation team and enabling the ability to ‘deliver at pace’.

• Co-ordinate, support and provide the provision of safety and environmental evidence and assurance to meet the approval strategy, providing expertise on documents and processes to ensure safe activity and safe place and safe equipment,

• Manage improvements and change implementation, including HAZID, FTA, Safety Assessments, FEMA, ALARP Statements and other process safety requirements.



Person specification

• Demonstrable skills across health, safety, and environmental systems management

• Demonstrable skills across process safety engineering functions i.e. Fault tree analysis, failure modes assessments and Hazard identification and assessment.

• Demonstrable experience within maritime safety landscape. This could include holding commercially endorsed MCA or STCW qualifications, ISM Lead Auditor or other similar level qualifications.

• Experience with Maritime Uncrewed/ unmanned systems

• Experience of working with multiple and diverse teams in a complex environment and for large programmes.

• Attention to detail and ability to critically evaluate information gathered across multiple sources, recommending improvements as necessary.

• Evidence of strong stakeholder engagement skills with a proven track record of engaging and managing multiple stakeholders, tailoring messages appropriately, influencing others and gaining their agreement and cooperation.

• Experience in structured programme and project management is essential, as you will be acting as a key interface with programme and project managers when issues arise.
