About the Job

The postholder will provide strategic leadership and operational oversight of the Local Authority’s Prevent responsibilities, ensuring Newham exceeds national benchmarks and maintains full compliance with the Prevent Duty as a designated high‑priority area. As the Council’s lead professional for Prevent, the role delivers statutory obligations under the Counter Terrorism and Security Act 2015 and contributes to the Prevent strand of the Government’s CONTEST strategy.

Working to the Assistant Director of Community Safety and Corporate Resilience, the postholder leads all Prevent governance structures, multi‑agency safeguarding arrangements, risk‑management processes and community‑resilience activity. This includes providing strategic oversight of Channel, Prevent Steering Group governance, case‑management forums and wider partnership structures that support early identification of vulnerability and effective intervention.

The role works closely with individuals, statutory partners and organisations across Newham’s diverse communities to strengthen resilience to violent extremism. This includes extensive awareness‑raising activity, capacity‑building within the third sector, and targeted support to youth, community and faith‑based organisations. The postholder ensures Prevent delivery is fully aligned with Newham’s broader approach to community cohesion, safeguarding and community safety.

The Prevent Lead also coordinates regional collaboration across the East Cluster and other partners to ensure consistent; high‑quality Prevent delivery and the sharing of best practice. Through partnership working, professional advice and community engagement, the role strengthens cohesion, reduces vulnerability to extremism and enhances public confidence in safeguarding pathways.

This is a fixed-term position until March 2027, funded by the Home Office. Funding for the role is reviewed annually, and continuation of the post is subject to ongoing Home Office approval and funding. Enhanced DBS required.

About You

The successful candidate will:

Good knowledge of crime & disorder and community cohesion issues, including an understanding of national policies, their application at local level, the roles of local authorities, the police & other agencies

In‑depth understanding of the Prevent Duty, statutory responsibilities under the Counter Terrorism and Security Act 2015, and how these apply to local authorities

Detailed knowledge of Channel processes, case‑management requirements, vulnerability assessment frameworks and multi‑agency safeguarding pathways

Demonstrable experience of Prevent delivery within a local government or statutory safeguarding setting, including work relating to extremism, vulnerability and associated safeguarding processes

Experience working within multi‑agency safeguarding structures (e.g., Channel, MAPPA, Community Safety Partnerships) and contributing to complex risk‑management decisions.

Experience coordinating or chairing partnership boards, steering groups or case‑management forums, ensuring high‑quality administration, action tracking and performance oversight

Excellent IT, verbal and written communication skills, with experience of high-level report writing and presentation of reports to varying audiences including elected members, senior management and the community.

Willingness to work flexibly and respond to needs of the service, including working ad-hoc evenings and weekends as well as attending residents’ meetings and resident engagement events across the borough.

Whilst this is a hybrid role, the Community Safety Team are based at 1000 Dockside Road and there is a requirement to be office based a minimum of 2 days a week.

About us

The London Borough of Newham is located only 5 miles east of London. It is well positioned with access to all major networks in London and the south east. It is well connected by public transport with, bus, tube and DLR. When the Crossrail service opens it will call at Custom House close to our council offices and also Stratford station and from there to central London. The London City Airport which serves major European cities is located at Royal Albert Dock. Newham has the youngest overall population in the country. It was one of the six host boroughs for the 2012 Summer Olympics and contains most of the Olympic Park including the London Stadium. It has a thriving arts quarter with the Theatre Royal Stratford East offering excellent entertainment for all the family. There is the University of East London which has two campuses in Newham, one in Stratford and another next to the regenerated Royal Albert Dock. It also has a large Westfield shopping Centre in Stratford which has all the major retailers there.

£49,056 - £52,194 per year
