This role sits in the Project Delivery Division in the Strategy and Private Office Directorate. We are maturing our benefits processes and building capability to provide a platform for success following the next phase of the spending review. We need people who are motivated, highly skilled and who are passionate about supporting the Department to achieve key Government priorities and deliver better outcomes for citizens and value for taxpayer money.
The Project Delivery Division oversees the Department for Business, Innovation, Science and Trade's (BIST) Major Projects Portfolio, ensuring our most complex change programmes are set up to deliver against our strategic priorities. We recognise that better benefits management is at the heart of driving change to optimise return for investment supporting our mission critical projects to deliver value for money and boost economic growth.
Job description
The Benefits Portfolio Lead brings a broad range of project delivery, analytical and strategic skills together to advise our Major Projects Portfolio on successful benefits management.

We are looking for a highly driven individual who can join our dynamic team to inspire and drive culture change to ensure all projects and programmes are benefits-led. You will run a best practice portfolio service, maintaining oversight of the outcomes defined by our major investments, ensuring they are tracked appropriately and linked to the department’s strategic priorities. You will ensure benefits are managed strategically at the portfolio level and embedded into the portfolio vision and strategy. You will continue to mature benefits management across BIST by delivering against and further developing an ambitious benefits strategy.
For new investments, you will assess their business case to make a recommendation to the department’s investment committee, driving value for money decision making at the highest level of the organisation.
An exciting and high-profile element of the role will involve being the single point of contact for NISTA (National Infrastructure and Service Transformation Authority), leading BIST’s efforts to align with the functional standard. You will drive forward a programme of work to assess programme compliance with the standard and where appropriate, support programmes and the wider portfolio to implement improvement suggestions.
Key responsibilities include but are not limited to :
- Advise programmes on benefits management as the subject matter expert for BIST, giving tailored support aligned with best practice
- Act as the Benefits Keyholder for the Management Case, evaluating the ‘value for money’ of potential programmes going through the Green Book five case model
- Work across related professional stakeholder groups to embed, align and champion benefits management
- Drive a programme of continuous improvement to mature benefits portfolio management across the organisation, working with senior leadership for buy-in
- Role model Civil Service leadership values and promote an inclusive environment where colleagues can thrive, building a culture where staff are empowered and coached to success.
- Be the single point of contact for National Infrastructure and Service Transformation Authority, (NISTA) on DBT’s ongoing compliance with the project delivery functional standard.

Essential criteria
The below criteria are essential and will be assessed at application stage;
You will be the visible lead for benefits management across the organisation, therefore you should:
- Demonstrate some experience or qualification in at least one of the following areas:
- Benefits management at the project, programme or portfolio level
- Performance management including being comfortable with targets, metrics and measures at an organisation level
- Analysis, monitoring and evaluation
- Be comfortable and credible with stakeholders, with an ability to advise and influence senior leaders;
- Be an inclusive, influential and positive leader, who can bring a team as well as senior stakeholders along the journey with enthusiasm;
- Be a strategic thinker, actively considering the bigger picture and anticipating risks and impacts of internal and external factors. An ability to understand corporate governance and strategic levers to unblock challenges;
- Be able to work with programme data, analysing it to draw meaningful conclusions for senior audiences/committees;
Desirable Criteria:
The below criteria are desirable only. These will not be assessed throughout the recruitment process, but will be used in the event of tied scores between candidates;
- Holding APMG Benefits Management qualification
- Experience of maturing organisational capability in a technical/business area
- Experience of working with NISTA and/or aligning a programme/portfolio with the project delivery functional standard
