<h4>Job summary</h4>Please refer to Job Description<h4>Job description</h4><strong>Overview of the job </strong>This is a functional management job within an establishment.Responsible for delivering high-quality education, skills and work provision, in line with prisoner need and aligned with regional, national and Ofsted standards and frameworks, to support prisoners into employment upon release.<br><br>This is either an operational or non-operational job with line management responsibilities. If operational, please see technical requirements.This role is non-rotational.<strong>Summary </strong>The job holder will be responsible for setting and leading the strategic direction for all of education, skills and work within the prison. This will involve developing a coherent approach to all areas of Education, Skills and Work, ensuring that sequencing of activities is purposeful and directed towards maximising prisoners’ opportunities to access employment, education and training on release.<p>The job holder must ensure that all Education, Skills and Work activities are structured around the 5 pillars of the Ofsted Education Inspection Framework, supporting other function heads within the prison to maximise this approach in areas of prisoner residence and social interaction.</p>They will work with education providers, prison industries and local private enterprise to make the most appropriate use of workshops and all other prisoner places of work, providing prisoners with the learning and skills required to compete for and achieve employment within the local labour market.<p>As a member of the Senior Management Team (SMT), the job holder will<br>contribute and implement their Function’s objectives as defined in the<br>establishment’s Business Plan.</p><strong>Responsibilities, Activities and Duties </strong>The job holder will be required to carry out the following responsibilities, activities and duties:<p>• Responsible for setting and leading the strategic direction for all of education, skills and work within the establishment.<br>• Responsible for creating effective approaches to learning and teaching in line with HMPPS’ education vision and values, as well as regional and national directives and developing a coherent, evidence-based, strategy for all education, skills and work so that the learning, skills and qualifications gained in prison work to maximise opportunities for employment on release.<br>• Responsible for delivery of the following related functions/pathways in a prison in line with national frameworks and guidance, and in a way which meets user needs. This will include, but not be limited to, Education, Neurodiversity, Employment on Release, Work in Prison/Industries, Farming &amp; Gardens.<br>• Work in strategic partnership with the Head of Reducing Reoffending and other Head of Functions across each of their respective responsibilities to maximise education, skills and work opportunities, to reduce reoffending and support with effective prisoner resettlement.<br>• Work with the Governing Governor to maximise Release on Temporary License (ROTL): and develop strategy to support higher volumes of prison leavers into employment on release.<br>• Responsible for managing the quality of education, skills and work (ESW) provision using Ofsted’s Education Inspection Framework criteria, including providing guidance and expertise to the prison’s senior leadership team to ensure the requirements of Ofsted’s inspection framework are prioritised.<br>• Responsible for leading on inspections, including preparation, and driving forward the delivery of actions arising from them. This includes Standard Audit, His Majesty Inspectorate of Prisons (HMIP), OFSTED/Estyn, Action Plans and Managing Quality of Prison Life (MQPL) surveys.<br>• Responsible for ensuring that a culture of employment is maintained within the prison, and responsible for prisoner outcomes in relation to employment post release.<br>• Responsibility for guiding the Prison Employment Lead (PEL) to embed this culture, utilising the Employment Hub (EH) and maximising the prison’s relationships with New Futures Network, Probation Service, Community Rehabilitation Service providers and other education/employment stakeholders and networks who support prison leavers.<br>• Responsible for ensuring the delivery of Prison Industries, Retail, Catering and PE Services (IRCPE), New Futures Network and local private enterprise work within prison workshops.<br>• Responsible for the line management and development of staff within the function, including creating a culture of high expectations and taking appropriate action when performance is unsatisfactory.<br><br>Dependant on operational accreditation, will undertake some or all other operational management tasks including, but not exclusively:</p>• Acting as the Governor's representative by chairing adjudications and taking charge of day-to-day establishment operations as Duty Governor.<p>• Promoting the Prison Service policy in all activities and behaviours e.g., promote decency, safety, diversity and inclusion and reducing re-offending agendas.<br><br>The duties/responsibilities listed above describe the post as it is at present and is not intended to be exhaustive. <h4>Job summary</h4>Please refer to Job Description<h4>Job description</h4><p><strong>Overview of the job</strong></p><p>This is a management job which provides leadership and facilitates/enables religious and pastoral care to prisoners and staff within an establishment.</p><p><strong>Summary</strong></p><p>This is a non-operational job with line management responsibilities for leading and managing a multi-faith and belief chaplaincy team. Although a managerial role rather than being faith or belief specific, post holders must be endorsed by the respective HMPPS Faith and Belief Adviser.</p><p>The job holder will provide for the religious and pastoral care of prisoners and staff in their own faith or belief tradition, and appropriate pastoral care for all irrespective of faith/belief tradition or of none.</p><p>The job holder will work with colleagues to ensure the delivery of PSI 05/2016 Faith and Pastoral Care for Prisoners or its successor policy framework document and also the broader work of chaplaincy in delivering faith and non-faith based courses. The job holder will contribute to the process by which the Governor and Head of Chaplaincy/Profession at headquarters are assured that these policies are being delivered.</p><p>Responsible for leading on developing relationships with various support and volunteer groups and, where appropriate, act as Official Prison Visitor Liaison Officer.</p><p>Takes responsibility for one’s own spiritual health and development, allowing time for private prayer/reflection, study and retreat.</p><p><strong>Responsibilities, Activities and Duties</strong></p><p>The job holder will be required to carry out the following responsibilities, activities and duties:</p><p><strong>Team and Personal Management</strong></p><p>• Responsible for leading and managing a multi-faith and belief chaplaincy team, ensuring chaplains are available and accessible to prisoners, the effective administration of chaplaincy, including prisoner lists for events, records updated etc and promotes HMPPS policy in all activities and behaviours; e.g. diversity, decency, safety and reducing re-offending agendas.</p><p>• Responsible for ensuring prisoners’ complaints (including those involving litigation claims) relevant to the Chaplaincy team, have been dealt with in accordance with policy. Carries out investigations and administration in relation to incidents of potential discrimination and reports on findings.</p><p>• Ensure chaplains and volunteers are receiving necessary training, development opportunities, mentoring and personal support including after incidents as well as for volunteers and nurturing them in their contribution.</p><p>• Accountable for the performance of the Chaplaincy team and the staff within it. Manages the achievement of qualitative and quantitative standards within the function, verifying and signing off documentation asappropriate. Analyse and act upon data relevant to Chaplaincy. Attends relevant boards/meetings and actively contribute either as chair or team member, produces relevant reports as required and ensures all correspondence is replied to within agreed timescales.</p><p><strong>Pastoral Care &amp; Worship/Meditation</strong></p><p>• Provide pastoral care and seek to ensure spiritual welfare of prisoners and all staff, including acquiring and distributing appropriate faith/belief literature, supplies and materials. With responsibility for arranging and leading worship/meditation for own faith/belief community, plan, organise hospital visits, weddings, funerals, memorial services, where appropriate. Assist with offenders on release into the community, those serving community sentences or other HMPPS funded community initiatives by agreement.</p><p>• Provide expert faith/belief advice within establishment and be responsible for supporting it in ensuring faith/belief groups observe their religious holy days and festivals and for planning and leading workshops and prayer/faith specific meetings.</p><p>• Responsible for ensuring and delivering awareness programmes for prisoners, including bereavement programmes and lifer programmes, as applicable, and local faith/belief awareness training for staff.</p><p><strong>Stakeholder Relationships &amp; Management</strong></p><p>• Work closely with Safer Custody to ensure issues such as deaths in custody procedures, Assessment Care in Custody Teamwork (ACCT) and Violence Reduction are delivered in-line with HMPPS standards. Ensuring, and contributing to, supporting prisoners in dealing with bereavement by liaising with families/prisoners and other third parties; e.g. hospitals, Coroners’ offices.</p><p>• Responsible for ensuring the involvement of the Chaplaincy team in resettlement issues as appropriate and engage and build contacts with own faith/belief community towards aiding the resettlement of prisoners and for the contact strategy with outside faith/belief-based agencies to help with the resettlement of prisoners.</p><p>Resource &amp; Financial Management</p><p>• Contribute to the establishment’s overall achievement of standards and be accountable for the performance and delivery of targets relating to the budget and People Plan. Responsible for leading the development of local policy, procedures and practice and the implementation of national policy for chaplaincy services. Ensures that current Chaplaincy practice is in line with policy (both national and local). Contributes to the development and delivery of the medium-to-long term strategic and business plan for the establishment, with overall responsibility for implementation within their function. Ensure all risk assessments are undertaken and staff are made aware of their personal responsibility towards health and safety compliance.</p><p>• Responsible for ensuring relevant actions arising from Standard Audit, Her Majesty’s Inspectorate of Prisons (HMIP) Action Plans, Quality, Assurance and Development (QuAD) reports, Managing Quality of Prison Life (MQPL) surveys including local self-audit action plans and Resettlement strategies are delivered.</p><p>The duties/responsibilities listed above describe the post as it is at present and is not intended to be exhaustive. It is an independent, arm’s length body (ALB) of the Home Office, reporting to the Home Secretary, under the terms of the Private Security Industry Act 2001. The SIA’s purpose Is protecting the public through effective regulation of the private security industry and working with partners to raise standards across the sector. Its regulatory remit covers the whole of the United Kingdom. </p><p>The SIA has two main duties: the compulsory licensing of individuals undertaking designated activities within the private security industry and the management of a voluntary Approved Contractor Scheme, which measures private security suppliers against independently assessed criteria. </p><p>SIA licensing covers security operatives who are in guarding, door supervision, close protection, cash and valuables in transit, and public space surveillance using CCTV, vehicle immobilisation (in Northern Ireland) and key holding. This broad remit and the complexity of Defra’s interests means that planning for and responding to major emergencies is a key part of our work.</p><h4>Job description</h4><p>The Flood, Water and CBRN Emergencies team is a fast paced and high-profile team at the heart of Defra’s contingency planning, working closely with resilience teams across government, scientists and engineers, operational leads, communications colleagues, Private Offices and Ministers.</p><ul><li> We prepare for the recovery following the release of Chemical, Biological, Radiological and Nuclear (CBRN) materials into the open or built environment, and the recovery from nuclear accidents.</li><li> We plan for and respond to natural hazards such as flooding.</li><li> We lead on risk management and planning for threats to water supply and lead on incidents working closely with the water sector and other sector leads across government.</li><li> We also coordinate Defra’s interests in other incidents, working across the Defra Group to understand risks and provide ministers with advice, consistent and timely information during an emergency.</li></ul><h4>Person specification</h4><p>The primary purpose of the role is to build, manage and co-ordinate stakeholder relationships and foster collaborative working. The jobholder will need to support and work with colleagues in CBRN Policy, Science and Operations to develop and maintain Defra’s ability to deliver operational capabilities in the event of a CBRN or major HazMat incident. Equally, the jobholder will need to work with external stakeholders, including specialist industrial providers, the emergency services and local authorities involved in CBRN response. The jobholder will be able to teach prisoners towards achieving nationally recognised qualifications and may be supported by external organisations such as local colleges. </p><p>This job description is not for use by jobholders in basic assembly / packing workshops, instead Production Instructor – Enterprises should be used.
