The post holder will be a member of the divisional training team in NPS or in HMPPS Wales. The post will be based within one of the NPS divisions or in Wales with some travel outside of that area</p><p>The post holder will report to the Divisional Training Manager/Deputy Divisional Training Manager. The training function is part of the HMPPS Learning &amp; Development Group.</p><p>The post holder works as part of the divisional training team to deliver probation qualifications at local level. This will include co-ordinating the needs of a group of learners and working with them individually and in groups both in the NPS and CRC.</p><p>Regular travel and some overnight stays are an integral part of this role. When required, PTAs will be expected to provide mutual assistance to other parts of HMPPS L&amp;D in order to meet the business need.</p><p>The role is a training function and the post holder will be required to apply their professional skills and specialist knowledge to ensure the effective delivery of probation qualifications and associated professional skills.</p><p>This post will not have line management responsibilities.</p><p><strong>Summary</strong></p><p>Co-ordinate and deliver all aspects of probation qualifications including brokering learning opportunities and monitoring the progress of learners based in NPS/HMPPS in England and Wales and in CRCs. Duties will include mentoring, assessment and coaching of learners in these organisations.</p><p>Assess VQ candidates in compliance with the requirements of the Awarding Body Design and deliver professional skills workshops</p><p>The post holder will be required to undertake quality assurance functions of learner work products and other quality functions dependant on business need. Relevant training will be provided.</p><p><strong>Responsibilities, Activities &amp; Duties</strong></p><p>The job holder will be required to carry out the following responsibilities, activities and duties:</p><p>• Participate in the selection of learners due to undertake probation qualifications</p><p>• Undertake the design, co-ordination and delivery of a range of training and learning opportunities to facilitate the learner’s achievement of probation qualifications.</p><p>• Identify individual learning needs, including reasonable adjustments and issues relating to learning style</p><p>• Complete and monitor a learning agreement for each learner in accordance with the Regulatory Framework</p><p>• Undertake regular developmental sessions with learners to identify ongoing needs and review progress on the qualification</p><p>• Identify performance issues and report these to the relevant line manager and to the Divisional Training Manager. Collaborate with the line manager to develop and an action plan to address issues.</p><p>• Provide written reports in respect of learner progress, including in relation to performance management.</p><p> • Proactively manage learner attendance at learning events and support managers in taking remedial action to manage sickness absence to achieve qualification completion.</p><p>• Provide coaching, mentoring, quality assurance and support the development of reflective practice in all aspects of work with learners and colleagues.</p><p>• Provide PTA cover in the absence of colleagues</p><p>• Attend all required training and assessment sessions and achieve the assessor award within 12 months of taking up post</p><p>• Use a variety of assessment methods with learners in line with the Awarding Body and sector assessment strategy, including written observations, performance feedback and digital recordings of professional discussions</p><p>• Maximise the use of IT and technology, including the use of the eportfolio system</p><p>• Attend standardisation meetings as required and liaise with Internal and External Quality Assurers to ensure the consistency and quality of assessments</p><p>• As and when required, undertake Internal Quality Assurance processes including chairing standardisation meetings; liaison with National Centre and divisional teams; attend Qualification Assurance Group as divisional representative and prepare for External Quality Assurance visits.</p><p>• Ensure assessment processes reflect best practice, are fair and consistent and meet the requirements of the Awarding Body</p><p>• Liaise with staff at the Higher Education provider to ensure learners’ progress towards achievement of academic awards and verify work based assignments, if required</p><p>• Develop and maintain effective working relationships with learners, colleagues and external agencies including CRCs</p><p>• Maintain probation professional knowledge by attending relevant training events and practical experience, as identified in the appraisal process.</p><p>• Travel regularly across the division/Wales and elsewhere, as required by the role</p><p>The duties/responsibilities listed above describe the post as it is at present and is not intended to be exhaustive. Acting as an independent champion, the AFC provides a direct route for serving personnel and their families to raise concerns about welfare issues that may impact on their service lives and ability to serve.</p><p>The Commissioner subsumes the roles and responsibilities of the Service Complaints Ombudsman for the Armed Forces (SCOAF), providing independent and impartial oversight of the Service Complaints system. You will be responsible for ensuring the Assessment Team makes correct, consistent and evidence-based decisions and provides an efficient and good customer experience. You will identify themes and trends which may require further analysis and exploration in thematic investigations, raising this with senior leaders. This project is in collaboration with the Institute for Cardiovascular and Metabolic Research (ICMR), School of Biological Sciences, at University of Reading. The student will also be required to complete two 3-month rotations in the wider MHRA within their first year allowing them to gain insight into public health research.</p><p>The project will be supervised by Dr Dina Vara at the MHRA, and by Prof Jon Gibbins and Dr Chris Jones at the University of Reading. The studentship is anticipated to commence on 28th September 2026. The studentship will offer a stipend, currently £22,780 per year and reviewed annually. </p><h4>Job description</h4><p><strong>About the Project</strong></p><p>Platelet transfusion is essential for the management of bleeding, trauma, and thrombocytopenia, yet reliance on short-lived, fresh platelets poses major logistical and clinical challenges. Lyophilised platelets (LPs) have been explored as a potential alternative since the mid-20th century, yet uncertainties remain regarding the extent to which platelet structure, function, and metabolic activity are preserved following freeze-drying.</p><p>Recent studies, alongside earlier exploratory work, suggest that trehalose-loaded lyophilised platelets (TL-LPs) can retain key haemostatic properties. However, the mechanisms underpinning this preservation and the degree to which TL-LPs recapitulate the structural and functional characteristics of fresh platelets remain insufficiently defined. Addressing these knowledge gaps is essential for advancing TL-LPs towards therapeutic, diagnostic, and quality-control applications.</p><p>This multidisciplinary PhD project aims to systematically investigate the impact of lyophilisation on platelet structure and function, with a particular focus on membrane integrity, haemostatic activity, mitochondrial stability, and long-term storage resilience. By building on emerging evidence in platelet preservation and biostabilisation, the project seeks to establish whether TL-LPs retain sufficient platelet-like properties to support their clinical translation.</p><p>The proposed research will assess the feasibility of using TL-LPs as functional platelet surrogates through comprehensive in vitro evaluation. Specific objectives include: (i) characterisation of membrane architecture and preservation of key platelet surface receptors following lyophilisation; (ii) evaluation of primary and secondary haemostatic function; (iii) assessment of mitochondrial integrity and metabolic responsiveness; and (iv) determination of TL-LP stability under varying storage durations and environmental conditions.</p><p>The successful candidate will gain extensive training in a wide range of laboratory techniques relevant to platelet biology, haemostasis, and biotherapeutic development. These will include advanced microscopy, flow cytometry, functional haemostasis assays, metabolic and mitochondrial analyses, and data interpretation using appropriate statistical approaches. As with all PhD projects, experimental strategies will be refined as the project develops, and new findings emerge.</p><p>The student will benefit from multidisciplinary supervision and access to state-of-the-art facilities across the University of Reading and the MHRA, providing a unique translational research environment at the interface of academic science and regulatory science. <h4>Job summary</h4>Please refer to Job Description<h4>Job description</h4><p><strong>Overview of the job</strong></p><p>The post holder will be responsible for the delivery of all Learning and Development (L&amp;D) activities, including Probation Qualifications, along with aiding an NPS region in meeting business needs. Although based within the NPS the post holder is a member of the wider HMPPS L&amp;D team and reports to a Regional Learning Lead.</p><p>The post holder manages the day to day delivery of Probation qualifications at NPS Regional level and provides significant inputs in providing the associated L&amp;D for the NPS. This includes being solution focused in developing initiatives to meet business need and engaging the division in the L&amp;D activities available.</p><p>The role is a L&amp;D management function and the post holder will be required to apply their professional skills and specialist knowledge to contribute to the effective delivery of probation qualifications and associated L&amp;D programmes.</p><p>The post holder will be required to contribute their knowledge and skills in local and national projects to support continuous improvement of NPS/HMPPS L&amp;D design and delivery.</p><p>The post holder will have line management responsibilities for a geographically dispersed team of Practice Tutor Assessors (PTAs). Acting as an independent champion, the AFC provides a direct route for serving personnel and their families to raise concerns about welfare issues that may impact on their service lives and ability to serve.</p><p>The Commissioner subsumes the roles and responsibilities of the Service Complaints Ombudsman for the Armed Forces (SCOAF), providing independent and impartial oversight of the Service Complaints system. <h4>Job summary</h4><p>This is a challenging and exciting role in which you will assist the Head of Member Liaison in providing leadership, guidance and advice services. The Member Learning and Engagement Manager is responsible for shaping and delivering a high-quality learning and an engagement programme for Members of the Senedd and their staff across Wales, under the guidance of the team leader. The role holder will oversee the development, management, and monitoring of training initiatives, ensuring they are relevant to all aspects of Members’ work, and oversees management of the budget and procurement for training requirements. <h4>Job summary</h4><p>The Infected Blood Compensation Authority (IBCA) is a new arm’s-length body set up, at unprecedented pace, to administer compensation to people whose lives have been impacted by the infected blood scandal.</p><p>IBCA will ensure payment is made in recognition of the wrongs experienced by those who have been infected by HIV, Hepatitis B or C, as well as those who love and care for them. They have been frustrated and distressed by the delays in achieving proper recognition, and we must help put this right.</p><p>We are committed to putting the infected and affected blood community at the centre of every decision we make and every step we take to build our organisation to deliver compensation payments. </p><p><strong>IBCA employees will be public servants. Joining IBCA early in the service lifecycle allows the Incident Manager to help shape the incident management support processes, effectively establishing the function within the organisation. Utilising industry best practices, and working within a dedicated team of ITSM professionals, the Incident Manager will play a key role in driving the success of the service management strategy.</p><h4>Job description</h4><p>IBCAs Incident Manager will be responsible for shaping and managing the organisation's incident management strategy.</p><p>You will manage services and processes across the full platform, including; public and internal facing digital products, data, and multiple channels. You will deliver processes to ensure service availability, performance and process maturity is managed to meet IBCA’s requirements and user needs.</p><p>You will establish policies and standards for incident management aligned with organisational goals. You will also be responsible for the testing and continuous improvement of the incident management processes and procedures, ensuring compliance with regulatory requirements</p><p>You will provide leadership during major incidents, coordinating cross-functional teams and external partners, making high-level decisions to minimise impact and ensure swift recovery.</p><p>You will ensure incident resolution within service targets and will analyse metrics and reports on the performance of the incident management process.</p><p>A key part of the role is to lead the development of the organisational capabilities for incident management. You will promote organisational collaboration and ensure that incident management processes are understood and adopted across the organisation. </p><p>To perform this role, you will work collaboratively across stakeholder groups, actively networking with others to secure buy in and support of the processes and their ongoing management. You will also work with technical experts to establish and report against monitoring processes to ensure early warning detection and prevention of potentially service impacting events. </p><p>You will have experience of working within multi-disciplinary teams and of Agile methodologies, as well as an awareness of ‘health checks”’ and the role they play within those methodologies.</p><p>To be successful, you will also need to operate effectively in a fast paced, transparent, multi-discipline environment.</p><p>You will be an ITIL Foundation certificate holder, or hold equivalent expert experience of leading on Incident Management in an agile, multi-disciplinary organisation.</p><p><strong>Responsibilities</strong></p><ul><li>Designing and implementing different processes and procedures for different categories of incidents including, but not limited to, major incidents, information or security incidents, complex incidents and low impact incidents;</li><li>Establishing incident response teams or security incident response teams;</li><li>Provide leadership during major incidents, coordinating cross-functional teams and external partners, making high-level decisions to minimise impact and ensure swift recovery;</li><li>Enhancing preparedness through regular testing, training, simulations and development of incident response plans and playbooks;</li><li>Restoring service to users as quickly as possible, prioritising service continuity over permanent solutions;</li><li>Managing unplanned interruptions to a service or reductions in service quality;</li><li>Coordinating root cause analysis reports and the creation of Post Incident Review reports, ensuring that the audience for each is understood and maintained. Responsible for the management and completion of actions and activities resulting from PIRs;</li><li>Routing requests for help to appropriate functions for resolution;</li><li>Monitoring resolution activity;</li><li>Ensuring compliance with regulations and data privacy requirements;</li><li>Using automation and data-driven tools for earlier and faster incident detection and resolution;</li><li>Informing users, customers and key stakeholders of progress towards service restoration;</li><li>Look for opportunities to collaborate and improve processes, communicating with both technical and non-technical people;</li><li>Act as an expert contributor in ITSM service discussions across high risk and complex areas under constrained timelines.</li></ul><h4>Person specification</h4><p><em>Essential criteria</em></p><p>You will have the following skills, knowledge, and experience:</p><ul><li>Proven experience in an Incident Management lead role, showing a thorough understanding of technical concepts (including ITIL), and can explain how these fit into the wider Service Lifecycle within an agile delivery environment;</li><li>Working as part of a multi-disciplinary team to jointly implement a Service Management framework which delivers outcomes aligned with business needs, with a particular specialism in the incident/major incident space;</li><li>Practical knowledge of modern cloud-first architectures, leveraging cloud capabilities to design secure, scalable applications, while mitigating security risks in public cloud environments;</li><li>Can communicate technical concepts for multidisciplinary teams and stakeholders, ensuring mutual understanding and fostering strong relationships, particularly with operational colleagues;</li><li>Demonstrates an ability to successfully guide cross-discipline teams through an incident lifecycle and act as a lead communicator to a range of different stakeholder audiences and agendas;</li><li>A strong team ethos, showing a willingness to assist and support colleagues within a newly formed and evolving team. </li></ul><p><em>Desirable criteria</em></p><ul><li>Knowledge and experience in the problem management process, and an understanding of the links between incident and problem, would be desirable. </li></ul><p><strong>Additional information:</strong></p><p>A minimum 60% of your working time should be spent at your principal workplace.
