This role sits within the Repairs & Operations service and will be accountable for the operational commercial management of the repairs service, including contract compliance, financial management of the service and measures to improve productivity.
How You’ll Be Involved
We are seeking a dedicated and experienced professional to lead the commercial operation of our repairs service. Managing over 120,000 repair orders annually with an expenditure of approximately £12 million through labour and materials, and a similar amount through supply chain support, this role is crucial in ensuring the efficiency and effectiveness of our services.
You will oversee both in-house delivery and services provided by suppliers, striving to enhance productivity and ensure value for money. Your responsibilities will include leading the Repairs and Operations Commercial Team, managing the supply chain, and ensuring compliance with Council processes.
In this role, you will be responsible for the operational financial management of the service, ensuring accurate accounting of repair costs, real-time forecasting, and adherence to works order management processes. Monitoring the delivery of statutory requirements through M&E contracts, particularly compliance with the Regulator of Social Housing Tenant Satisfaction Measures, will be a key part of your duties.
You will proactively manage the back-office functions for the repairs service, ensuring efficiency and compliance, particularly in relation to the vehicle fleet and the green transport plan. As the operational lead on reporting, you will ensure that financial and performance measures are regularly updated and auditable. You will work closely with the Property Asset Management service to analyse repair costs and manage the Council’s homes proactively.

About You
We are looking for a dedicated professional with a strong track record in property or housing management and experience leading multi-disciplinary teams. You should have experience leading a team, preferably in a social housing environment, either as a supplier or as part of an in-house service. Your background in contract administration and commercial management, ideally with NEC contracts, will be invaluable.
You should be adept at managing framework call-offs and identifying suitable framework solutions for services, works, and materials. Your ability to manage a diverse supply chain and contract conditions, coupled with your financial management skills, will drive the development of management reports that inform decision-making.
You should have good working knowledge of landlord and tenant law, and the processes surrounding legal disrepair, is important. You will thrive in a challenging, high-energy environment that requires the ability to prioritise and manage multiple tasks simultaneously.
