About the Role
We are seeking a strong individual to bring excellent customer service and high standards to our car parking service. Working across the Borough and within a busy operations office, you will help keep our multi-storey and surface car parks running smoothly, providing excellent customer care under sometimes demanding situations and enforcing parking regulations in our car parks.
You will provide direct customer care from our Main Square car park office either by phone, intercom or face to face. Full training will be given on our ICT systems, payment systems and pay stations. You will also be expected to provide information on car park related matters to the public throughout your role.
About You
You will be self-confident, have excellent customer facing skills, be practical and presentable, have a current driving license to carry out mobile patrols and hold the relevant qualification (Civil Enforcement Officer Level 2) or be experienced in the knowledge of parking legislation, equipment and enforcement.

Working as a member of the parking services team, the post holder will be a front-line operative for the council assisting members of the public with information, offering advice and guidance on parking restrictions. Ensuring correct use of both off-street and on-street parking spaces, in accordance with the relevant Parking Orders and Traffic Management Act 2004. Civil Enforcement Officers (CEO) will also be required to issue Penalty Charge Notices to vehicles parking in contravention of the parking regulations, which may incur some negative verbal interaction. Written reports will need to be completed by the post holder recording details of any incidents. On a daily basis CEO's will walk their allocated route, which could be up to 10/12 miles, assessing road signage and road lining for compliance purposes; informing their supervisor of any issues or concerns. CEO's must ensure all incidents are brought to the attention of the Supervisor immediately – providing written statements and reports. They may also need to attend court or adjudication panels when required, as well as to submit evidence when called upon. Medway Council's equipment procedures must be adhered to – ensuring that all equipment is given due care and protection, daily start of shift checks should be carried out for faults and damaged equipment to be immediately reported to the Supervisor. CEO's will be required to assist with the clearing of snow from Medway car park surfaces as directed, if the weather inhibits the issuing of Penalty Charge Notices.The post holder will work on a shift pattern basis to ensure that the parking service is operational 7 days per week, from 07:00am – 10:15pm hours (including bank holidays).A uniform is required to be worn for this role at all times. The Resources and Business Improvement directorate is led by Dianne Tranmer. It is responsible for: People Function, Facilities Management, Digital Experience Unit and Technology Group, Information Governance, Executive Support Team and leadership of all our shared services across the GLA Group.
The work of the directorate’s teams includes delivery of major events, designing and leading public affairs or marketing campaigns, providing data, evidence and analysis, leading cross-organisational programmes, to making sure we plan for and can respond to emerging events or emergencies in our city.
<h2>About the role</h2>
To deliver the landlord function in co-ordinating, authorising and overseeing the delivery of events and activities at the Authority’s core sites at City Hall, Union Street, Trafalgar Square and Parliament Square Garden.&nbsp; This includes facilitating rallies and protests at the two iconic Squares and promoting spare capacity at the venues to commercial clients to achieve income targets.&nbsp;
<h2>What your day will look like</h2>
<ul>
<li>Delivering the Landlord functions for all events related lettings across the Authority’s core sites. This will include ensuring:</li>
</ul>
a.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Contracts for lettings are in place and signed,
b.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Health, safety and security principles are applied during the planning and implementation of events, including any new duties imposed by the landlord’s protect duty for public events and activities.
c.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Appropriate and adequate method statements and risk assessment are produced and signed off by the Authority.
d.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Adequate insurances are in place.
e.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Being a personal license holder for licensable activities
f.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &nbsp;&nbsp;&nbsp;&nbsp; Appropriate asset protection measures are in place, with particular attention to national heritage assts at the two Squares.
g.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Statutory and contractual compliance and initiating timely corrective action when needed.
h.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Raising invoices for lettings and following up on payments.

<li>Acting as the first point of contact for both internal and external enquiries for the use of Authority’s venues and event spaces, taking responsibility from the initial enquiry through to the delivery and conclusion of the activity. This includes internal events, GLA organised public facing events, commercial and charity hires, rallies and protests.</li>
</ul>
<ul>
<li>Co-ordinate and undertake liaison with key stakeholders, including Mayor’s Office, London Assembly, GLA staff, contractors, event production companies, principal neighbours of Trafalgar Square, Parliament Square Gardens and City Hall, the Metropolitan Police, Local Authorities and other statutory bodies to ensure events comply with relevant regulatory requirements, are well managed and the impact on neighbours is considered and reduced.</li>
</ul>
<ul>
<li>Assist and support promoting, marketing and expanding the use of surplus capacity at City Hall and Trafalgar Square for commercial events to meet budgeted annual income targets. Update venue hire advice and information on the Authority’s internet and intranet pages relating to venue hire.</li>
</ul>
<ul>
<li>Provide reports and information and communicate relevant details about events and activities to senior staff, internal teams, contractors and other relevant stakeholders.</li>
</ul>
<ul>
<li>Carry out condition surveys pre and post events and oversee contractors during the build process to ensure contracted services are safely co-ordinated and any damage incurred is recorded and appropriate recovery action taken.</li>
</ul>
<ul>
<li>Work co-operatively with internal facility providers and production companies to ensure that the Authority’s event spaces are maintained and presented to a high standard and works and services are coordinated to support event delivery.</li>
</ul>
<ul>
<li>Participate in the production and delivery of events and activities organised by the Authority.</li>
</ul>
<ul>
<li>Support the Development and maintenance of finance and accounting systems relevant to the areas of responsibility, including the generation of reports.</li>
</ul>
<ul>
<li>Support the development of guidelines, standards, policies and practices to improve the management and control of events.</li>
</ul>
<ul>
<li>Perform the role of a duty building manager, monitoring the general functioning and safety of the building and events, liaising with specialist service suppliers, relevant Facilities Managers and addressing any issues that need resolving or that are emerging. This will mainly focus on immediate operational needs and taking responsibility for events that take place in City Hall. This will mean having operational management control over other FM disciplines such as Reception/Helpdesk, Catering, Cleaning, Porterage, Broadcasting and Maintenance.</li>
</ul>
<ul>
<li>Carry out the duties of a Greater London Authority (GLA) warranted Enforcement Officer in relation to Trafalgar Square and Parliament Square and when required prepare evidence for prosecutions under the byelaws and Police Reform and Social Responsibility Act 2011. Attending court to give evidence as necessary.</li>
</ul>
<ul>
<li>Participate as a member of the command and control cadre for emergencies and incidents and participate in the out of hours Duty Officer management rota for the Authorities premises at City Hall, Union Street, Trafalgar Square and Parliament Square Gardens.</li>
</ul>
<ul>
<li>Manage resources allocated to the job in accordance with the Authority’s policies and Code of Ethics and Standards</li>
</ul>
<ul>

 Skills, knowledge and experience</h2>
To be considered for the role you must meet the following essential criteria:

<li>Experience of managing events, functions or hospitality services in high profile organisation or customer led environment, where multi-tasking and working under pressure to tight deadlines is required.

<li>Experience of performing the landlord function in relation to venue hire and event delivery, managing multiple processes and events across different spaces.

<li>Experience of promoting and marketing high profile venues and income generation, including updating or creating internet material.

<li>Experience of taking charge of a situation and resolving operational issues as they arise and dealing with service complaints.&nbsp;</li>

About the role:
Horsham District Council is looking for a Civil Enforcement Officer to join our highly successful Parking Services team.
As Civil Enforcement Officer you will play an important role in keeping our roads safe and ensuring that efficient traffic flows are maintained across Horsham District. You will take care of car parking provisions, enforce parking zones, provide school safety patrols and manage the technology that helps keep our streets free-flowing and our economy thriving. Patrols are both on foot and mobile, working closely with communities to deliver a high-quality service.
The role of a Civil Enforcement Officer is a challenging but rewarding role and is suitable for those with enthusiasm for community engagement and a genuine passion for improving the neighbourhoods in which they work. This role is ideal for those who wish to develop their skills for a career in Parking Services or to obtain relevant experience for careers in other enforcement roles, such as the police service.
You will liaise closely with other agencies and council departments to provide holistic solutions to problems in our neighbourhoods. The role provides variety, builds upon a strong teamwork ethic and can deliver job satisfaction and fulfilment. We will support you every step of the way and can provide opportunities for you to develop yourself and reach your true potential.
The role operates on a shift basis working 5 days over the 7-day week including evenings, weekends and Bank Holidays. Rosters include two Saturdays and one Sunday per month. You will be required to work in all weather conditions and undertake a significant amount of walking, clocking up around 10 miles each day.
About you:
To succeed as Civil Enforcement Officer, you must hold a current manual driving licence for a minimum of 2 years (vehicles are provided). You will enjoy working with people, be friendly, polite, and willing to offer support, advice and assistance to colleagues and customers. Good numeracy and literacy skills are required, together with good observation and accuracy abilities. Basic computer skills would be an advantage, as you will be using a hand-held device daily.
To undertake the role, you will need a level 2 qualification; this is something that we are willing to provide to the right candidate. A full uniform will be provided including footwear, along with all essential equipment as required.

Council Vehicles
As this role requires the post holder to drive Council vehicles, periodic driving assessments will be required.
