Programme Manager - ESOL (0.8 FTE)

<h4>Job summary</h4>Please refer to Job Description<h4>Job description</h4>Overview of the job This is a non-operational instructional job in an establishment. Summary The job holder will be responsible for providing supervision, knowledge and skills to prisoners in a specialist workshop so they can improve their employment prospects on release with a view to reducing reoffending. The job holder will ensure that all services are provided to a high standard and that security and control is maintained at all times. The job holder will be able to teach prisoners towards achieving nationally recognised qualifications and may be supported by external organisations such as local colleges. This job description is not for use by job holders in basic assembly/packing workshops, instead Production Instructor – Enterprises should be used. However, on an exceptional short term basis job holders can supervise prisoners in more basic workshops. This is a non-operational job in an establishment with no line management responsibilities. Responsibilities, Activities and Duties The job holder will be required to carry out the following responsibilities, activities and duties. • May participate in the selection process of prisoners for the workshop/area of work. • Induct prisoners to the workshop/area of work and train them in aspects such as health and safety, Control of Substances Hazardous to Health (COSHH), machinery and tools usage. • Provide support for prisoners where required; tailor learning and training requirements to individual needs. • Set work schedules and manage targets/quality standards, maintaining delivery of contractual arrangements. • Assess and evaluate skills of prisoners up to national qualification standards. • Supervise and maintain discipline of prisoners within workshop/area of work, responsible for performance, motivation, discipline, appraisal and development of prisoners. • Maintain regular communications via radio net in accordance with Local Security Strategy (LSS). • Open and complete Assessment Care in Custody and Teamwork (ACCT) forms, Violence Reduction Incident Reports (VRIR) and Security Information Reports (SIRs) when required and contribute to Incentive Earned Privileges (IEP) reports. • Will conduct a metal detector scan or rub down search of prisoners attending and leaving their own workshops. • Provide quality assurance against product specification. • Log attendance and approve prisoner hours worked and wages including recording piece work where appropriate. • Carry out fabric and tool checks of workshops and maintain security of areas, logging any tool/equipment faults. Undertake planned maintenance programme on machinery. • Contribute to prisoner reports including parole and sentence planning. • Complete regime monitoring information and update prisoner training records. • Contribute to Health and Safety risk assessments relating to the workshop/work of area and specialist areas. • Request materials and estimate usage in order to meet work targets. • Initiate product development reviews to maintain workshop/area of work output levels, and to provide variety of work and experience for prisoners. • Participate in self-audit and in achieving Service Delivery Indicators (SDIs). • Complete administration activities to support the smooth running of the workshop. The student will also be required to complete two 3-month rotations in the wider MHRA within their first year allowing them to gain insight into public health research.The project will be supervised by Dr Othmar Engelhardt and Dr Simon Hufton at MHRA and Prof John Tregoning at Imperial College London. The studentship is anticipated to commence on 1st October 2026. The studentship will offer a stipend, currently £22,780 per year and reviewed annually. <h4>Job description</h4>About the ProjectRespiratory Syncytial Virus (RSV) causes significant disease burden, particularly in the very young and the very old. Recently there has been progress in preventing this virus, with the licensing of three vaccines and two monoclonal antibodies (mAbs Nirsevimab (Beyfortus) and Clesrovimab (MK-1654)). The success or failure of both antibodies and vaccines for RSV depends upon virus evolution and escape; this will particularly impact monoclonal antibodies. Another concern is that RSV immunisation may cause replacement of its ecological niche by the related winter virus human metapneumovirus (hMPV), itself a high priority amongst vaccine developers. An estimated 473,000 hMPV-associated hospitalisations occur globally, of which 185,000 were in high-income countries.Hypothesis: Nanobodies that are cross-neutralising for RSV and hMPV can be generated.The student will focus on the following topics:<ul><li>Generation of mRNA and proteins for pre-F from RSV and hMPV for immunisation. <ul><li>Based on the design of stabilised RSV pre-fusion F protein constructs and matching RNA vaccines developed by the Tregoning lab, the student will generate matching hMPV proteins and constructs.</li></ul></li><li>Immunisation of alpacas to recover nanobodies. <ul><li>Nanobody libraries will be generated from the immunised alpacas and appropriate selection strategies will be developed and employed to isolate cross-reactive nanobodies binding F protein of RSV and hMPV.</li></ul></li><li>Characterisation of nanobodies. <ul><li>Isolated nanobodies will be expressed in bacteria and characterised for binding (e.g., by ELISA or surface plasmon resonance). Their ability to neutralise RSV and hMPV will be assessed.</li></ul></li><li>Identification of escape mutants. <ul><li>Using classical virology techniques, RSV and hMPV viruses will be selected that escape neutralisation by the lead nanobodies. However, current CAR-T therapies are associated with toxicological challenges, additionally involve complex, costly GMP manufacturing processes, and are associated with potential risks of introduction of viral components. The ErbB family of receptors, including epidermal growth factor receptor (EGFR), ErbB2, ErbB3, and ErbB4, play a crucial role in the development and progression of various cancers. Building up on the global success of the Covid-19 mRNA vaccine, this multi-disciplinary project will investigate mRNA-based in vivo CAR T-cell generation as a potential new approach for targeting T-cells for generation of efficient anti-tumour responses to gain an understanding of the immunotoxicological profile. The proposed project aims to leverage the mRNA platform to assess feasibility of in vivo reprogramming of circulating T-cells with a second- generation, pan ErbB-specific CAR (bearing the promiscuous ErbB ligand) for cancer immunotherapy, evaluating both anti-tumour efficacy and immunotoxicity. The in vivo approach will additionally employ targeting antibodies (Abs) to functionalise the mRNA lipid nanoparticles (LNPs) to facilitate uptake and targeted mRNA expression for in vivo therapeutic CAR T-cell induction. Recent studies indicate that the in vivo targeting approach produced CAR-T cells with similar anti-tumour activity to conventional CAR-T-cells and potential therapeutic benefit has been observed in disease conditions such as inflammatory cardiac fibrosis.The successful candidate will acquire knowledge, expertise with training in a diverse range of laboratory techniques including LNP manufacture and functionalisation for selective targeting; in vitro, ex vivo and in vivo assays for therapeutic efficacy; and toxicological evaluation incorporating cellular, molecular biological and flowcytometry based assays. Lyophilised platelets (LPs) have been explored as a potential alternative since the mid-20th century, yet uncertainties remain regarding the extent to which platelet structure, function, and metabolic activity are preserved following freeze-drying.Recent studies, alongside earlier exploratory work, suggest that trehalose-loaded lyophilised platelets (TL-LPs) can retain key haemostatic properties. However, the mechanisms underpinning this preservation and the degree to which TL-LPs recapitulate the structural and functional characteristics of fresh platelets remain insufficiently defined. Addressing these knowledge gaps is essential for advancing TL-LPs towards therapeutic, diagnostic, and quality-control applications.This multidisciplinary PhD project aims to systematically investigate the impact of lyophilisation on platelet structure and function, with a particular focus on membrane integrity, haemostatic activity, mitochondrial stability, and long-term storage resilience. By building on emerging evidence in platelet preservation and biostabilisation, the project seeks to establish whether TL-LPs retain sufficient platelet-like properties to support their clinical translation.The proposed research will assess the feasibility of using TL-LPs as functional platelet surrogates through comprehensive in vitro evaluation. Specific objectives include: (i) characterisation of membrane architecture and preservation of key platelet surface receptors following lyophilisation; (ii) evaluation of primary and secondary haemostatic function; (iii) assessment of mitochondrial integrity and metabolic responsiveness; and (iv) determination of TL-LP stability under varying storage durations and environmental conditions.The successful candidate will gain extensive training in a wide range of laboratory techniques relevant to platelet biology, haemostasis, and biotherapeutic development. These will include advanced microscopy, flow cytometry, functional haemostasis assays, metabolic and mitochondrial analyses, and data interpretation using appropriate statistical approaches. The service is now one of the largest in the country, with thousands of young people involved in regular musical activities with hundreds of HMS teachers. The HMS 'Musical Voices' vision for 2020-30 aims to ensure all young people in Hertfordshire can discover their own unique musical voice as well as the service becoming a fully inclusive music service. To achieve the aims of the 'Musical Voices' vision, HMS is now continuing on a journey of transformation to ensure the service is best placed to meet the changing needs of the young people in Hertfordshire over the next decade.Working closely with colleagues within the Hertfordshire Music Service Progression team, the County Events &amp; Courses Coordinator plays a pivotal role in ensuring effective planning and delivery of not only our County Youth Music programme, but a range of Hertfordshire Music Service events, including our bi-annual Hertfordshire Schools’ Gala. In addition, the County Events &amp; Courses Coordinator supports the effective delivery of the Hertfordshire Music Service CPD (Continuing Professional Development) programme, as well as termly exam days.<h4>About the role</h4>The postholder will be responsible for:<ul><li>Supporting the planning and delivery of courses, concerts, and events across Hertfordshire and occasionally at national and international venues, including the Royal Albert Hall and foreign tours. Each activity will be designed to provide a safe, inclusive, and enriching experience for children, young people, and their families.</li><li>Coordinating with a wide range of venues — from schools and community centres to theatres and concert halls — to ensure all logistical and operational aspects are planned and executed effectively.</li><li>Undertaking site visits to assess venue suitability, support on-the-ground logistics, and ensure all safeguarding, accessibility, and technical requirements are effectively considered.</li><li>Preparing detailed course schedules and event itineraries, ensuring all stakeholders — including tutors, conductors, and administrative colleagues — have access to accurate and timely information.</li><li>Liaising with course tutors and freelance conductors to confirm availability, share key event details, and ensure alignment on musical and educational objectives.</li><li>Providing families and participants with clear, concise, and timely communications, keeping them informed of all relevant course and concert details, including dates, locations, and expectations.</li><li>Maintaining and regularly update the Hertfordshire Music Service Events Calendar, ensuring internal and external stakeholders have access to accurate and current information.</li><li>Collaborating with the marketing team to support the creation of concert programmes and the promotion of events through appropriate channels, including social media, newsletters, and printed materials.</li><li>Liaising with the instrument team to identify and coordinate equipment needs, ensuring all instruments and technical resources are available and in working order for each course, event, and concert.</li><li>Working closely with the Progression Administrator and other HMS colleagues to ensure all course, event, and concert information is accurately recorded and shared across systems, supporting effective planning, reporting, and evaluation.</li><li>Collaborating with colleagues in the Musical Progression team to identify staffing needs for each event, managing rotas and briefing teams of between 5 and 20 personnel depending on the scale of the event. This includes HMS staff, tutors, freelance conductors, and other support roles.</li><li>Supporting the planning and delivery of CPD training sessions and exam days throughout the academic year, coordinating logistics, venues, and communications to ensure a smooth experience for both staff and participants. This includes approximately 40 CPD sessions annually — a mix of in-person and online — and 2–5 exam days per term, each involving around 15 students.</li><li>You will play a key role in coordinating the annual County Youth Music audition cycle, ensuring that application processes, audition scheduling, venue arrangements, and communications with families and tutors are managed efficiently and transparently.</li></ul><h4>About you</h4>Essential:<ul><li>Full UK driving licence and access to a vehicle, as travel across Hertfordshire and occasionally further afield is required.</li><li>Evidence of experience in coordinating complex schedules and logistics, ideally across multiple venues and stakeholders.</li><li>Demonstrable skills in clear and professional communication with customers, colleagues, and external partners.</li><li>Experience of working collaboratively within a team, with the ability to manage rotas, brief colleagues, and respond flexibly to changing needs.</li><li>Strong IT skills, including confident use of Microsoft 365 applications and experience with data or customer management systems</li></ul>Desirable:<ul><li>Experience in planning and delivering events, particularly concerts, training days, or educational programmes.</li><li>Experience working with children and young people, ideally in a music or educational context.</li><li>Understanding of safeguarding and accessibility considerations in event planning.</li><li>Experience supporting audition processes or similar selection activities.</li><li>Knowledge of Hertfordshire Music Service or similar music education organisations.</li><li>Experience or willingness to drive a van, particularly for transporting instruments or event equipment.</li></ul>We welcome applications from candidates who currently reside in the UK with established proof of right to work documentation. HCC are one of many Course Providers across the UK and delivers several education and training activities that must adhere to national models.HCC are looking to recruit Trainers to join our team in Hertfordshire and are looking for both practical and theory trainers.Trainers will be delivering the following courses in both virtual and physical classrooms across Hertfordshire.<ul><li>National Speed Awareness Course - Theory</li><li>National Motorway Awareness Course - Theory</li><li>Safe and Considerate Driving Course – Theory and Practical Trainers</li><li>What’s Driving Us? – Theory</li><li>National Rider Risk Awareness Course (NRRAC) – Theory</li></ul>These roles contribute to our broader aims for encouraging responsible driver/rider behaviour as a mechanism to reduce road crash casualties. An evolving role with new work streams in the future team plan.<ul><li>Development and delivery of Road Safety initiatives and training courses.</li><li>Deliver driver assessments and assess assessors.</li><li>Review and update current practices and procedures.</li></ul><h4>About you</h4>Essential criteria:<ul><li>You must have excellent teaching or coaching skills and be able to deliver courses both physically in venues across Hertfordshire as well as online via a digital platform (currently Zoom).</li><li>Hold a training or teaching qualification.</li><li>You will be an existing NDORS licenced Trainer.</li><li>Training will be provided by NDORS Licenced Instructors and regular monitoring provided by our own HCC internal monitors.</li><li>Trainers will be required to deliver courses across 6 days from 08:00 – 21:00.</li><li>There are also opportunities for NDORS instructor training as well as internal monitoring training.</li><li>SCD practical trainer – DVSA registered ADI at a minimum of grade B.</li><li>Hold a behaviour change qualification.</li></ul>Desirable:<ul><li>Fleet licence</li><li>Approved Driving Instructor licence (ADI).</li><li>RoSPA Silver or Gold award.</li><li>Assessors qualification.</li></ul>This job role is within the Community Services, level COM9 job profile.
