Key outputs of the team in recent years have included leading on the pioneering London Infrastructure Mapping Application, regulatory reform, and local area energy/water planning.&nbsp;
About the role
The ICS Development service line works to improve connections between development and London’s utility infrastructure networks. A key priority of the development service is to accelerate affordable housing delivery across London by addressing the strategic infrastructure challenges that can stall development. Building strong relationships with developers and utilities is a critical part of the development service’s role in unlocking strategic sites, identifying new areas of work, and supporting regulatory change.
Your focus will be on progressing strategic solutions to accelerate utility connections for development, and support the delivery of utility infrastructure in high-growth areas. You will work with teams across the GLA’s to support better alignment and delivery of development and utility infrastructure. This will also involve working closely with developers, utilities, London boroughs, Transport for London, regulators and business community representatives to understand their technical challenges and thinking creatively to resolve them.
The right candidate will be able to engage with technically complex issues, articulating concepts and solutions to a wide range of audiences. You will feel confident in taking responsibility for a set of projects and their outcomes. Although a technical background is not expected, an ideal candidate would have a degree or work experience related to infrastructure. The role would benefit from someone who proactively looks for opportunities to champion sustainability and better ways of working.

What your day will look like

GLA staff are hybrid working up to 3 days a week in our offices and remotely depending on their role. As part of this, you will need to split your time between home working and coming into the office.

The team is working to an established plan to improve outcomes for people who need a range of services and to achieve value for money for the Council at a time of significant budgetary pressure. Within the next 12 months the team will deliver several significant projects to improve support at home, extra care, day care and care homes services whilst managing the day-to-day contract work. &nbsp;<h4>About the role</h4>The Commissioning Manager role will report to the Deputy Head of Service and will mainly focus on commissioning of care home services. Key responsibilities will include: <ul><li>Ensuring that staff within team are effectively managed and developed to support service aims.</li></ul><ul><li>Ensuring that care contracts are effectively managed and deliver Value for Money and good outcomes for people.</li></ul><ul><li>Ensuring that important projects are delivered efficiently and on time. Current projects include a review of Hertfordshire’s care home Dementia Care Accreditation, and a review of commissioning arrangements for people with enhanced dementia care needs (including one to one care).</li></ul><ul><li>To lead care provider engagement on improving access to nursing care in localities experiencing supply shortfalls.</li></ul><h4>About you</h4>Essential Criteria<ul><li>In-depth understanding of adult social care, particularly in relation to older adults </li><li>Proven experience in leading the commissioning and delivery of complex projects that demonstrate measurable outcomes and value for money. </li><li>Strategic awareness of national and local developments in adult social care, with the ability to anticipate emerging trends and influence service design accordingly. </li><li>Strong analytical skills, with the ability to interpret and synthesise complex data and evidence to inform strategic decision-making and policy development. </li><li>Demonstrated ability to lead and influence multi-agency stakeholders, including senior leaders, providers, and community representatives, to co-produce and implement commissioning strategies. </li><li>Track record of delivering projects and programmes to time and budget, with a focus on continuous improvement and innovation in service delivery.</li></ul>Desirable Criteria<ul><li>Experience of managing staff </li><li>Working knowledge of frailty, dementia and care in older age gained in social care or related field. </li></ul><ul><li>Experience of leading major/high value strategic commissioning and procurement gained in social care or related field. </li><li>Experience of major programme delivery in social care or related field. </li><li>Experience of major partnership development in social care or related field.</li></ul>We welcome applications from candidates who currently reside in the UK with established proof of right to work documentation.
