About you….
To be successful you will need to be:

<li>Qualified in planning and with membership or eligibility of membership for the RTPI</li>
<li>Confident, motivated and committed</li>
<li>Strong IT skills, including familiarity with planning systems and GIS tools</li>
<li>Detail orientated with a commitment to excellent customer service.</li>
<li>Have sound knowledge of planning legislation, strong report-writing and communication skills, and a collaborative approach to problem-solving</li>
<li>Experience in managing appeals, committee presentations, and stakeholder engagement is highly desirable.</li>

An exciting opportunity has come up within the Council's Development Management Team as a Planning Assistant.&nbsp; We are looking to appoint an enthusiastic and committed individual who would like to start their career in Development Management in a busy Planning Development Service.&nbsp;
Candidates will benefit from a varied workload gaining experience in a number of areas of Development Management including Green Belt policy, flood plain, heritage and National Landscape.&nbsp; &nbsp;
In this role you would:
Ensure all allocated applications are determined in accordance with government performance targets
Undertake site visits and meet members of the public on a regular basis&nbsp;
Draft reports for delegated applications and Committee matters.
Provide informal planning advice on applications and policy to a range of stakeholders

You will have the opportunity to work on a wide range of planning enforcement files, including contentious matters that may require court attendance and participation in planning enforcement appeals, including inquiries. You will play a key role in the investigation and management of a wide range of planning enforcement cases, including cases of a contentious and complicated nature.&nbsp; You will be required to draft and prepare enforcement reports and notices, independently manage and represent the Council at enforcement appeals (including public inquiries) and the role may also require you to represent the Council in court proceedings.&nbsp; As set out above, the role will involve working with applications in the urban area, the Green Belt, National Landscape, on sites within conservation areas and which impact on listed buildings. &nbsp;In addition, you will be expected to assist with the mentoring of junior colleagues.

The Role
The Planning and Housing Strategy Team is looking to recruit a qualified and experienced Planning Policy Officer to come and join our team working alongside the Principal Housing Strategy Officer on housing strategy and planning policy matters and other lead professionals responsible for climate change, biodiversity and heritage.&nbsp; We are advancing a new Local Plan for Lancaster district.&nbsp; The council has a strong record of keeping its development plan up to date and is also nationally acclaimed for its innovative work on climate mitigation and adaption.
We are looking for a strategic thinker who is hardworking, enthusiastic and highly motivated and will embrace working with high performing team members.&nbsp; &nbsp;Immediate priorities for the postholder will be to assist in the refresh of the housing evidence to support our new Local Plan.&nbsp; The council has already appointed consultants to prepare a district wide housing needs assessment to comprehensively review housing needs including market, affordable and specialist housing needs for Lancaster district’s diverse communities.&nbsp; &nbsp;We intend to commission a new Affordable Housing Viability Study which the postholder will take the lead on to maximise opportunities to secure affordable housing. &nbsp;&nbsp;Next year, we will be preparing a new Homes Strategy for Lancaster which will be underpinned by our newly prepared housing studies and will link to policies being prepared for the new Local Plan.&nbsp;
We are looking for a professional who can produce clear and comprehensive written work including key policy documents such as Development Plan Documents, Supplementary Planning Documents and Planning Advice Notes and writing reports.&nbsp;&nbsp; We are looking for a confident speaker with great presentation skills and work alongside other team members at stakeholder engagement and public consultation events as well as presenting complex information in a clear and concise way to a wide range of audiences.&nbsp;&nbsp;
Developing and maintaining working relationships with other professionals within the Planning and Climate Change service, other council services and external bodies is a pre-requisite in this role, and will include providing support to colleagues in the Development Management team so that planning applications are determined in a timely way with robust information provided on meeting local housing need and by supporting our colleagues in housing teams to realise the council’s housing and regeneration priorities for Lancaster district.&nbsp;
About You
You must have a degree or postgraduate qualification in town planning that is recognised by the Royal Town Planning Institute and have Royal Town Planning Institute (RTPI) Chartered Membership, or demonstrable equivalent experience to be eligible to securing Chartered Membership status.&nbsp; Alternatively, for post-holders with a housing qualification; Chartered Membership of the Chartered Institute of Housing (MCIH) or demonstrable equivalent experience to be eligible to securing Chartered Membership status. &nbsp;
You will already have at least two years’ of post-qualification experience in planning or housing, ideally within a planning policy or strategic housing environment and you will need to evidence a track record of working within a legislative/regulatory context and have a demonstrable understanding of assessing and meeting local housing needs.&nbsp;&nbsp; You must also hold a full UK driving licence.&nbsp;

The Role
The Council have decided to review its Local Plan. We need a Planning Policy Manager who can lead both the Council’s Planning Policy and GIS Team in successfully delivering a new Local Plan which will shape the district for years to come. Planning permission was granted in January 2025 that secures the delivery of the infrastructure needed to support a whole new community as well as financial contributions towards infrastructure beyond the development.When construction kicks off you will play a key part in ensuring that approved designs are implemented and that infrastructure is delivered on time and to a good quality. You will ensure that information required in the legal agreement is provided. You will inform stakeholders and local communities about construction milestones and workstreams as necessary.As the project progresses there will be multiple detailed planning applications and conditions to be approved. Keeping track of each workstream will be crucial to the Gilston Area Team and to the community. The RoleAs a senior planning project officer you will have experience of managing complex minor and major planning applications or planning policy projects or have experience of complex projects with multiple interested parties and workstreams.The role will involve you liaising with officers, developers and their agents, statutory bodies and stakeholders as well as with existing and new communities. As such, the ability to understand and relay sometimes complex concepts to a variety of audiences is key to providing a transparent and effective service.The ability to manage, record and report information is a key part of this role. As we review our Economic Development Strategy, prepare for Local Government Reorganisation, and deliver a range of impactful projects and programmes, your expertise will be vital in shaping the borough’s economic future.About the Role You will play a key role in preparing and updating the borough’s Economic Development Strategy and Action Plan, working collaboratively with businesses, partner organisations, and internal teams. You will lead on the delivery, monitoring, and reporting of grant-funded programmes such as the UK Shared Prosperity Fund and Rural England Prosperity Fund.
