Working Pattern: Full-time, 37 hours per week
Salary: SLC £84,302 per annum
Location: Lincoln

This is a senior, strategic role leading the Council’s business change and service improvement activities.

About the role

As Head of Business Change and Service Improvement, you will lead business change, service improvement and corporate coordination activity across the Council. Including the governance, business and communication processes needed to support successful delivery, benefits realisation and long-term change.

You will translate complex ideas into action, ensuring programmes are strategically, financially and operationally sustainable, leading a specialist team that provides capacity, capability and coordination across business change, service improvement and priority work.

The role includes responsibility for governance, programme and project management arrangements, managing allocated budgets, and ensuring value for money.

You will act as a senior advisor to councillors and the corporate leadership team, work collaboratively with communities and partners, and provide clear, visible leadership that models the Council’s values and behaviours.

You will also deputise for the Assistant Director – Corporate Strategy and LGR when required.


What we are looking for

You will bring significant leadership experience in business change and service improvement, including:

  • Senior leadership experience delivering large, cross‑functional programmes and managing significant change
  • Experience of working in complex, multi‑functional organisations and political environments
  • Strong financial management experience, including budgets, programme costs and benefits
  • Proven ability to lead, influence and motivate senior stakeholders and teams
  • Excellent communication skills and the ability to translate strategy into meaningful plans and actions
  • Demonstrable understanding of programme and project management tools and techniques
  • A strong track record of delivering successful programmes, service improvements and organisational culture change
  • Experience of partnership working across organisational and sector boundaries
  • Strong understanding of risk management, benefits realisation, governance and gateway review arrangements
  • Experience of developing networks, partnerships or cross-organisational groups to support cultural and organisational change
  • A commercial and innovative mindset, with the ability to identify new delivery models and better ways of working
