Job description
Play a pivotal role in supporting the MCA’s delivery of safe, sustainable and effective maritime operations. As a recognised technical specialist, you will provide expert advice on complex survey, inspection, audit and certification matters, helping ensure the consistent application of maritime legislation and standards. Working closely with Marine Offices, other MCA departments, industry, government partners, Certifying Authorities and Recognised Organisations, you will contribute to operational policy development, support innovation and emerging technologies, and help shape practical regulatory solutions for the future maritime sector.
The successful applicants will provide technical consultancy for UK Technical Maritime Services (UKTMS) and Maritime Technology Research and Development and support in meeting the Government's Survey and Certification, innovative technology and sustainability strategy.
Reporting to either the Head of International Survey Operations or the Head of Domestic Survey Operations, the HQ Consultant Surveyor will showcase their technical expertise providing input and support across Survey Operations’ activities and advising on crucial matters such as Inspection, Audit, Survey & Certification issues.
You will have the fantastic opportunity to collaborate with a variety of stakeholders providing advice and survey policy guidance to Marine Office staff, colleagues across UKMS and other government bodies. The role holder will be key in facilitating the MCA's regulatory response and growth to innovative technological developments.
These roles offer flexibility, development opportunities and the chance to really get involved and influence operational procedures to promote and embed positive changes and improvement in the Maritime industry.
Responsibilities include but are not limited to:
- Act as a recognised technical specialist within Survey Operations, providing authoritative advice and guidance on complex survey, audit, inspection, certification and regulatory matters, ensuring the consistent application of UK and international maritime legislation, standards and MCA policy across the survey network.
- Support the delivery of Survey Operations objectives by contributing specialist expertise to operational, technical and strategic initiatives. Represent the branch at internal and external groups, technical fora and stakeholder meetings as required, helping to drive consistency, continuous improvement and the successful implementation of MCA priorities.
- Provide expert technical and operational support to Maritime Technology Research and Development programmes, working across policy, operations and industry to enable the safe adoption of innovative technologies, alternative fuels and novel vessel designs within established regulatory frameworks.
- Engage with Recognised Organisations, Classification Societies, government departments and industry stakeholders to support the development of technical standards, regulatory policy and practical solutions that maintain safety, environmental protection and operational effectiveness while encouraging innovation.
- Serve as a principal source of technical expertise for Marine Office surveyors, providing advice on complex certification issues, policy interpretation, exemptions, equivalences, alternative design arrangements and challenging technical cases, including precedent-setting matters and historical regulatory decisions.
- Contribute to the UK's participation in national and international maritime forums, providing technical input, preparing briefing material and supporting the development of policy positions on emerging regulatory, technological and environmental issues.
- Undertake surveys, audits and inspections of complex or specialist vessels where required, providing expert oversight and supporting the delivery of statutory certification services on behalf of the UK Flag Administration.
- Contributing when requested to the MCA technical training programme for surveyors (MSDS) through the development and delivery of specified courses and relevant training material and the provision of training to or mentoring of Marine Surveyor colleagues on specified areas of Survey Operations activities.

To be successful in this role you will need to have the following experience:

Working hours, office attendance and travel requirements
Full time roles consist of 37 hours per week.
The expectation at present is a minimum of 60% of your working time a month will be spent at either your designated workplace (one of the locations cited in the advert) or, when required for business reasons, in another office/work location/visiting stakeholders. Qualifications
The minimum academic qualification required is one of:a. MCA Recognised STCW II/2 Master unlimited Certificate of Competency; or
b. MCA Recognised STCW III/2 Chief Engineer unlimited Certificate of Competency; or
c. Honours Degree in Naval Architecture, Ship Science, Marine Engineering, Mechanical and Marine Engineering or Marine Technology
d. Applicants without the qualifications stated in a, b or c above, may also be eligible if they are Chartered Engineer (CEng.) (through Royal Institution of Naval Architects (RINA) or the Institute of Marine Engineering, Science and Technology (IMarEST)), but in such cases evidence of the equivalent level of learning plus relevant marine industry experience will need to have be demonstrated to the satisfaction of an MCA S&I technical review panel.
“Relevant marine industry experience” is that which provides understanding and experience of the underpinning competencies expected of a Ship surveyor (see MSF4989) which includes marine structural design, construction or repair, and stability measurement or analysis.
