We’re looking for an experienced Principal Asset Manager to help us optimise Enfield’s diverse commercial estate and support the delivery of excellent services for our residents.<br>
You’ll play a key role in managing and maximising income from a substantial commercial portfolio (part of a wider non-housing portfolio of over 1,100 assets, including c.625 commercial properties and a commercial investment portfolio currently generating around £8m p.a.).<br>
Reporting to the Head of Estates, you’ll lead on complex commercial asset management work, provide expert professional advice, and help shape and implement our Strategic Asset Management Plan (SAMP) and Commercial Asset Strategy.<br>
About the role<br>
As Principal Asset Manager you will:<br>

 - Proactively manage a defined commercial asset portfolio (e.g. retail, industrial, rural or mixed-use), ensuring it is fully occupied, well-balanced and delivering optimal return.<br>
 - Lead and manage a wide range of commercial property transactions, including lettings, lease renewals, rent reviews, service charges, landlord consents, dilapidations, breaches of covenant and income/debt management.<br>
 - Identify opportunities to increase income, reduce voids and manage risk, ensuring full market rent is achieved wherever appropriate.<br>
 - Support and challenge colleagues to develop innovative approaches to the use and optimisation of assets, including re-purposing assets and creating new income streams.<br>
 - Work closely with the Head of Estates and Head of Disposals on option appraisals, disposals, acquisitions, development agreements and joint ventures, including business plans for vacant, surplus and retained assets.<br>
 - Contribute to annual asset valuations and ensure compliance with RICS and CIPFA guidance, working closely with Finance on capital accounting requirements.<br>
 - Provide specialist property advice to senior officers and Members, and support major regeneration and development schemes in the borough.<br>
 - Represent the Head of Estates and deputise when required, including attending internal and external meetings, committees and partnerships.<br>

About you<br>
We’re looking for someone who can combine strong technical expertise with confident leadership and excellent stakeholder skills.<br>
You will have:<br>

 - Extensive experience in asset/estate management and commercial/public sector surveying, including valuations, acquisitions and disposals, rent reviews, lease renewals, ratings, compensation and estate management across a diverse commercial or mixed-use portfolio.<br>
 - A proven track record of managing large commercial/investment portfolios to generate growth, maximise income and realise commercial potential.<br>
 - Experience of successfully delivering projects and programmes to time and budget, managing competing demands and external consultants where required.<br>
 - Strong analytical and problem-solving skills – able to interpret complex data, see the bigger picture and make informed decisions.<br>
 - Excellent negotiation, influencing, report-writing and presentation skills, with the ability to explain complex property issues clearly to a range of audiences, including senior officers, Members, partners and tenants.<br>
 - A good understanding of relevant legislation (e.g. Local Government Act, Landlord and Tenant Act, Health &amp; Safety legislation) and sound commercial and financial acumen.<br>
 - The ability to engage, coach and motivate others, setting clear expectations and providing constructive feedback.<br>
 - Experience of working collaboratively across services and with external partners, and an understanding of the political context and role of elected Members.<br>

Qualifications<br>

 - Member or Fellow of the Royal Institution of Chartered Surveyors (MRICS or FRICS) with several years’ post-qualification experience.<br>
 - A relevant RICS-approved property-related degree or equivalent professional qualification.<br>

The studentship will offer a stipend, currently £22,780 per year and reviewed annually. </p><h4>Job description</h4><p><strong>About the Project</strong></p><p>Platelet transfusion is essential for the management of bleeding, trauma, and thrombocytopenia, yet reliance on short-lived, fresh platelets poses major logistical and clinical challenges. Lyophilised platelets (LPs) have been explored as a potential alternative since the mid-20th century, yet uncertainties remain regarding the extent to which platelet structure, function, and metabolic activity are preserved following freeze-drying.</p><p>Recent studies, alongside earlier exploratory work, suggest that trehalose-loaded lyophilised platelets (TL-LPs) can retain key haemostatic properties. However, the mechanisms underpinning this preservation and the degree to which TL-LPs recapitulate the structural and functional characteristics of fresh platelets remain insufficiently defined. Addressing these knowledge gaps is essential for advancing TL-LPs towards therapeutic, diagnostic, and quality-control applications.</p><p>This multidisciplinary PhD project aims to systematically investigate the impact of lyophilisation on platelet structure and function, with a particular focus on membrane integrity, haemostatic activity, mitochondrial stability, and long-term storage resilience. By building on emerging evidence in platelet preservation and biostabilisation, the project seeks to establish whether TL-LPs retain sufficient platelet-like properties to support their clinical translation.</p><p>The proposed research will assess the feasibility of using TL-LPs as functional platelet surrogates through comprehensive in vitro evaluation. Specific objectives include: (i) characterisation of membrane architecture and preservation of key platelet surface receptors following lyophilisation; (ii) evaluation of primary and secondary haemostatic function; (iii) assessment of mitochondrial integrity and metabolic responsiveness; and (iv) determination of TL-LP stability under varying storage durations and environmental conditions.</p><p>The successful candidate will gain extensive training in a wide range of laboratory techniques relevant to platelet biology, haemostasis, and biotherapeutic development. These will include advanced microscopy, flow cytometry, functional haemostasis assays, metabolic and mitochondrial analyses, and data interpretation using appropriate statistical approaches. As with all PhD projects, experimental strategies will be refined as the project develops, and new findings emerge.</p><p>The student will benefit from multidisciplinary supervision and access to state-of-the-art facilities across the University of Reading and the MHRA, providing a unique translational research environment at the interface of academic science and regulatory science. <h4>Job summary</h4><p>We are recruiting for an Assistant Head, Contract Management for the first-generation outsourcing, Army Collective Training Service (ACTS) contract. Collective Training is a high profile, critical service for the Army and the contract is expected to be let early in 2026. The contract value will be around £2.5bn, over a contract duration of 15 years. The research activities carried out in the laboratories, which include morphological and molecular methods for pathology and entomology, provide a strong evidence base and expertise to enable decisions on tree and forestry policy and practices.</p><h4>Job description</h4><p>The Laboratory Manager will be responsible for overseeing the smooth functioning of several laboratory spaces, which include supporting compliance to health and safety and COSHH requirements, management of equipment, general laboratory hygiene and procurement of consumables and equipment. The role will also be involved in helping to develop plans and processes to ensure the continuous improvement of the laboratories.
