If you are an experienced transport professional looking for an opportunity to make a meaningful difference, this role offers the chance to shape services that support some of our most vulnerable residents.

Working in a high-profile service, you will have the opportunity to influence policy, drive continuous improvement and ensure services remain efficient, compliant and focused on the needs of those who rely on them.

At Bracknell Forest, we pride ourselves on being a council which is stable and well-managed where our employees can thrive in a supportive environment. We understand the importance of a healthy work-life balance and offer a variety of flexible working practices, including options for remote working and arrangements that allow you to work from home, dependent on the needs of the service. This role includes an expectation to work from our Time Square office one day per week, alongside flexible working arrangements.

About You...

We are looking for an experienced and confident Transport Support Services Manager with a proven track record of leading education transport and fleet management services within a local authority or similarly complex organisation. You will play a key role in delivering safe, reliable and person-centred transport for children, young people, vulnerable adults and internal service users. You will bring substantial experience in contract management, safeguarding, financial management and leading high-performing teams.

You will be a proactive leader with the ability to drive change, manage complex operational services and develop clear policies and procedures that support statutory responsibilities and continuous improvement. You will also be skilled at building effective relationships with colleagues, schools, transport providers and partner organisations to deliver safe, efficient and customer-focused transport solutions.

About the team...

You will lead our Education Transport and Fleet Management teams, based at Time Square, Bracknell.

The service delivers statutory home-to-school transport, social care transport and the council's fleet management services. Working closely with colleagues across Commissioning, Finance, Licensing and Children's Social Care, as well as schools, transport providers and other partners, the team plays a vital role in providing safe, reliable and high-quality transport services for residents.

This is a busy, high-profile service where strong leadership, collaborative working and a commitment to continuous improvement are essential.

Key responsibilities...

  • Deliver safe, compliant and high-quality transport services for internal and external customers.
  • Develop, implement and review policies, procedures, strategies and operational guidance, ensuring compliance with statutory duties, government guidance and Council priorities.
  • Manage service budgets, financial controls, contract performance and key performance indicators, ensuring value for money and effective use of resources.
  • Build strong partnerships with Commissioning, Finance, Licensing, the Local Authority Designated Officer (LADO), schools, transport providers and other stakeholders to strengthen service delivery, safeguarding and risk management.
  • Drive service improvement, innovation and co-production, identifying opportunities to enhance customer experience, manage demand and improve efficiency.

Our benefits...

  • 28 days annual leave increasing to 33 days after 3 years’ continuous service, with the opportunity to buy up to 10 and sell up to 5 days.
  • Hybrid working opportunities to support your wellbeing and work-life balance.
  • Paid employee volunteering scheme.
  • Local government pension scheme, with life insurance cover.
  • Electric vehicle salary sacrifice scheme (subject to eligibility).
  • Recognition of continuous service attained within the NHS and UKHSA when calculating some benefits. (Terms and Conditions apply)
  • Career development through internal and external training opportunities.
  • Enhanced maternity, paternity, adoption and fostering leave.
  • Employee Assistance Programme (EAP) to support your health and wellbeing
  • Inclusive and social working environment with a variety of staff networks and a sports and social club.
