Role Purpose

A key focus of the role is enabling scalable, secure and user centred HR and corporate solutions improving operational efficiency, data quality and service outcomes across the employee lifecycle. This role combines technical leadership, people management and cross‑functional influence, working closely with HR, People Operations and corporate services to deliver solutions aligned to organisational priorities.


Job description

Key Accountabilities

  • Lead the design, development and delivery of scalable, secure and user‑centred HR automation and digital solutions that support workforce data, position management and the end‑to‑end employee lifecycle, including compliance‑driven activity (e.g. FOI/SAR support).
  • Translate business needs into effective technical solutions by leading discovery, design and implementation of HR systems automation, ensuring alignment with organisational priorities and service outcomes.
  • Drive continuous improvement across HR digital services, maintaining and enhancing existing solutions to improve efficiency, data quality, user experience and operational effectiveness.
  • Establish and embed standards, best practices and governance frameworks for HR technology, automation and DevOps delivery, ensuring consistency, scalability and sustainability.
  • Ensure all HR digital solutions meet regulatory, assurance, fraud prevention, security and data quality requirements, supporting audit readiness and compliance obligations.
  • Provide technical leadership and direction across HR digital and automation services, promoting innovation and adoption of modern development standards, tools and approaches.
  • Build and lead a high‑performing team, developing capability, fostering a culture of continuous learning and ensuring delivery of high‑quality, resilient services.
  • Collaborate with HR, People Operations, Data and Corporate Services stakeholders to deliver integrated, user‑focused solutions that meet business and organisational needs.
  • Leverage data, analytics and digital tools to improve decision‑making, optimise processes and enhance performance across HR services.

Key Responsibilities

HR Digital, Automation & Solution Delivery

  • Design, develop and deliver automation and digital solutions to support HR services, including workforce data, position management, employee lifecycle processes and compliance‑driven activity (e.g. FOI/SAR support).
  • Lead the discovery, design and delivery of HR automation solutions, translating business requirements into scalable, secure and sustainable systems.
  • Continuously improve existing digital solutions to ensure they remain effective, user‑focused and aligned to evolving business needs.
  • Establish and promote standards and best practice in HR technology, automation and digital delivery.

Governance, Compliance & Assurance

  • Ensure all HR systems and automation solutions meet regulatory, assurance, fraud prevention and data quality requirements.
  • Embed robust controls and governance frameworks across HR digital solutions to support compliance and audit readiness.
  • Outputs that align with/follow the standards, governance and expectations of the Digital, Data and Security (DDSS) team. DDSS is the Ofgem authority on items such as Data Governance, Information management and digital systems development standards. In addition, anything that is to be released into Live service is required to follow rigorous service acceptance standards.

Leadership & Capability Development

  • Lead and develop a high‑performing team, fostering a culture of continuous learning, technical excellence and collaboration.
  • Promote innovation and capability building within the team to strengthen digital and automation expertise across HR services.

Person specification

Key Skills & Capabilities

  • Strong capability in designing and delivering secure, scalable HR systems, applying appropriate design standards, tools and integration approaches across solutions of moderate complexity.
  • Proficient in software development and engineering practices, including designing, coding, testing and documenting solutions using modern development standards, with the ability to review and improve the work of others.
  • Ability to analyse and optimise development and business processes, identifying opportunities for improvement and implementing changes that enhance efficiency, quality and service outcomes.
  • Experience in availability and capacity management, proactively identifying risks or constraints, implementing improvements and ensuring systems are resilient and fit for purpose.
  • Strong understanding of information security principles, ensuring solutions are designed with embedded controls to mitigate risks and protect sensitive data.
  • Skilled in systems integration and coordination, including defining integration builds, supporting testing activities and ensuring seamless interaction between systems.
  • Ability to develop and use prototypes effectively, applying a range of prototyping techniques, iterating designs and collaborating with others to refine solutions.
  • Proven ability to identify and resolve service issues, maintaining system performance and ensuring continuity of service.
  • Strong user-focused approach, working with user research, translating user needs into practical solutions and championing user-centred design principles.
  • Experience using data and digital tools to inform decisions, support system improvements and enhance service delivery.
  • Ability to lead technical teams and drive continuous improvement, setting standards, promoting best practice and building capability within the team.

Essential Criteria

  • Experience delivering digital or automation solutions in a HR People Services environment. (LEAD CRITERIA)
  • Experience of designing and delivering effective repeatable, scalable and highly available DevOps services, including application support and timely resolution of service issues.
  • Demonstrable experience of managing and leading a diverse team delivering technical solutions and insights.
  • Experience of driving innovative automation solutions and continuous improvement in a modern cloud environment.
  • Experience of working with Microsoft Power Platform, such as Power Apps, Power Automate, Power Pages and Power BI.
  • Experience of adopting new techniques and technologies in development and implementation of DevOps and automation services.

Desirable Criteria

  • Experience of communicating technical concepts in a non-technical language.
