The Financial Hardship team provides impartial policy advice to the Mayor of London and the London Assembly on issues relating to poverty and financial insecurity in London. It also delivers a number of the Mayor’s programmes in support of London households on low incomes.
<h2>About the role</h2>
Roles in the Financial Hardship team cover a mix of policy and delivery-focused activity and involve regular close working with a variety of internal and external stakeholders. We often act as subject matter experts on issues relating to financial hardship. We get involved in the full policy and delivery cycle – helping to answer the question of how the GLA or its partners should respond to a given issue and then leading or supporting the establishment of appropriate and effective interventions.
<h2>What your day will look like</h2>

<li>Working with internal and external stakeholders to shape and deliver programmes to support Londoners on low incomes</li>
<li>Writing briefings and consultation responses on behalf of the Mayor of London</li>
<li>Supporting the effective scrutiny and oversight of GLA activity by responding to London Assembly members’ questions and committee investigations</li>
<li>Maintaining an overview of developments in policy and legislation</li>
<li>Being responsible for ensuring projects are delivered in line with governance and finance processes</li>

<h2>Skills, knowledge and experience</h2>
To be considered for the role you must meet the following essential criteria:

<li>Expert knowledge and experience of social policy, in particular within a London context.&nbsp;&nbsp;</li>
<li>A track record of successful project management, and delivering results on target and within budget.&nbsp;</li>
<li>Experience and understanding of policy development processes within a complex political environment, including first rate analytical skills, and with an eye on how policy will be implemented in practice.&nbsp;</li>
<li>Excellent knowledge of the stakeholders and relationships that are key to the development and delivery of social policy in London.&nbsp;&nbsp;</li>

GLA staff are hybrid working up to 3 days a week in our offices and remotely depending on their role. As part of this, you will need to split your time between home working and coming into the office.

The successful candidate will take responsibility for a significant number and variety of procurement projects across these Authorities, taking a business partner role in supporting two EPP member authorities and helping set and develop procurement practice across the partnership.

Whilst being able to adapt to conflicting timeframes and challenging deadlines ensuring these with a positive and pro-active approach. Accountabilities

<li>Lead the development, maintenance and implementation of category strategies, ensuring alignment to commissioning objectives</li>

Knowledge, Skills and Experience
<ul>
<li>Educated to degree level with a relevant professional qualification such as MCIPS and or equivalent demonstrable work experience with evidence of continuing professional development.</li>
<li>Knowledge of category management and experience of using this methodology in complex commercial environments to deliver significant cost or service improvements.</li>
<li>Significant public sector sourcing experience.</li>
<li>Experience of delivering continuous improvements in large, strategic arrangements with evidence of generating significant cost and service benefits.</li>
<li>Knowledge of contract law and legislation relevant to the specific category / categories within their control and its impact on market management, finance and contractual arrangements.</li>
<li>Extensive knowledge of public sector procurement law with an ability to explain the law to non-procurement staff and find pragmatic solutions to potential legal difficulties.</li>
<li>Comprehensive negotiating skills appropriate to multi million pound contracts and experience of planning and delivering successful negotiations.</li>
<li>Experience of working in a political environment and skilled in understanding and responding to different perspectives.</li>

Throughout the 48 months, the apprentice will have dedicated mentors, who will support them during the apprenticeship.&nbsp;The role will include both remote and office working from the Civic Offices.&nbsp;Main responsibilities:&nbsp;<ul> <li>To study relevant areas related to Building Services Engineering.</li> <li>To assist technical team members to develop new projects, including new energy initiatives.&nbsp;</li> <li>Support team members in the supervision for both maintenance and new installations schemes.</li> <li>To support Engineers in design of M&amp;E installations and related services in domestic and commercial buildings.</li> <li>Assist Mechanical/Electrical Engineer team members in developing estimates and budgets for the Technical Services Manager and Surveying and Engineering Team Leader.</li> <li>Support team members in carrying out thorough site supervision of all related work in progress.</li> <li>To work in partnership with the Council’s appointed contractors, support programming and project support for delivery of all Housing Investment Programmes.&nbsp;</li> <li>The Electrical/Mechanical Engineers are required to be involved in projects from design concept through to construction/installation, testing and handover and well as developing specifications for new installations as well as maintenance programmes. The Apprentice will support the Engineers in completing these tasks where applicable.&nbsp;</li> <li>Any other duties required with the general level of responsibility of this post and assisting technical services team&nbsp;</li> <li>To maintain an appropriate system of managing, recording all technical information like servicing trackers and programme of works in relation to Building services element of assets</li> <li>Apprenticeships provide on-the-job-training – typically 4 days a week in work and 1 day a week in college. You'll earn while you learn, getting valuable workplace experience and studying for a nationally recognised qualification.</li></ul>The successful applicant will be able to display the following:<ul> <li>An interest in the construction industry from a design and management perspective&nbsp;</li> <li>Good organizational and planning skills and positive approach to learning and gaining new skills through teamwork and training opportunities</li> <li>Well-presented, Works effectively in a team and&nbsp;Ability to produce professionally formatted reports</li> <li>Good time management and&nbsp;Ability to work under your own initiative</li> <li>Organized, flexible and able to multitask to organize and priorities workloads to meet required targets and deadlines</li> <li>To be able to climb a ladder and to work in confined spaces&nbsp;</li> <li>IT literate with experience of using Microsoft Outlook, Word and Excel.</li> <li>Ability to work under your own initiative.</li></ul>Apprenticeship Course &amp; Entry Requirements:The Level 3 Building Services Engineering Service &amp; Maintenance Engineer will require to identify any relevant entry requirements in terms of previous qualifications, trainability tests, or other criteria.&nbsp;All 16–18-year-olds will need to have GCSE grades 4-9 for English &amp; Math to be accepted onto the apprenticeship, if they do not have the required GCSE then they will sit an assessment to see if they are suitable for the apprenticeship.&nbsp; If they pass, then functional skills will be run alongside the course at no extra cost to the employer&nbsp;19+ will be required to sit the assessments for both Math &amp; English if they do not already hold them with grades of A-C or (4-9) or above.&nbsp; If they pass the assessment, they are eligible for the apprenticeshipIn both cases if a 2nd attempt is required on the assessment and the candidate does not pass, then they will be unable to enrol onto the apprenticeshipApprenticeship study will be undertaken within normal working hours.
