The Post
This is an exciting opportunity to be part of a new team managing and delivering low carbon heat networks in the borough. &nbsp;
Brent currently operates over 2,000 customer heat connections which is projected to exceed 4,000 by 2028. Heat networks will play a significant role in helping the council to achieve its net zero ambitions.
The post will play a key role in ensuring that Brent Council achieves and maintains compliance with the Heat Network Regulations, including consumer protection requirements, technical standards under the Heat Network Technical Assurance Scheme (HNTAS) and Heat Network Zoning requirements.
The post will lead on a variety of strategic, policy and operational workstreams relating to heat networks owned by or providing heat to Brent Council.
The Person
We are seeking a skilled and adaptable individual with a strong record of developing and implementing effective policies and processes, preferably within a housing context. You should demonstrate a commitment to service improvement and a focus on the needs of end-users.
You will bring, or be prepared to rapidly develop, a good understanding of heat networks, relevant regulations, and consumer protection principles.
You will also have experience of working with cross-functional teams and with technical consultants and contractors, and will be confident in navigating the requirements in a local government setting.

Our Property Services has been designed to promote the proactive management of our assets, whilst providing a customer focused service that facilitates outcomes for our residents and clients, through improved customer experience, better use of public estate, greater financial efficiency and achievement of our Borough priorities. Reporting to the Team Manager for Commercial Estates, the successful applicants will join an existing team of Surveyors and an Estates Technician, whilst working alongside the wider Property Team. Roles That MatterWe are seeking a highly motivated and experienced Senior Surveyor to join our Commercial Estates team here in St Helens. This is a fantastic opportunity to play a key role in the management and development of the Council’s diverse property portfolio, helping to deliver best value, drive regeneration, and support service delivery for the benefit of our residents. We’re looking for an experienced Senior Estates Surveyor to join our team and lead on the effective management of a diverse property portfolio.

About the Role…
As a Senior Estates Surveyor, you will be responsible for delivering high-quality professional estate management services across a diverse range of property assets. This includes:
<ul>
<li>Proactively managing lease events (renewals, rent reviews, break options)</li>
<li>Negotiating with tenants, landlords, and third-party stakeholders</li>
<li>Manage two large investment estates, to include the management of the service charge, and enhancement of returns.</li>
<li>Providing strategic property advice to support wider organisational objectives.</li>
</ul>
You’ll work closely with colleagues across departments and will be instrumental in delivering value for money, driving efficiencies, and identifying opportunities for asset improvement.
About You…
We’re looking for a confident and knowledgeable property professional who can hit the ground running. To be successful in the role you will have:
<ul>
<li>Proven experience in estate management and general practice surveying</li>
<li>Proven experience in the implementation and ongoing management of service charge estates</li>
<li>Strong negotiation and stakeholder management skills</li>
<li>A sound understanding of property law, leases, and landlord &amp; tenant legislation</li>
<li>The ideal candidate will be MRICS qualified</li>
</ul>
Please note the successful individual will need to have a full driving licence to travel around the county.
The Senior Estates Surveyor Interviews will be held during week commencing 15th December 2025.&nbsp; Please be advised this could be subject to change, in which case we will give appropriate notice.
