About the Role
This role focusses on supporting the development of major transport projects and investments that will help realise the Metro Mayor’s vision of creating a fairer, stronger, cleaner Liverpool City Region – where no one is left behind.&nbsp; Projects will contribute towards economic growth, our transition to Net Zero Carbon by 2035, improve Place and reduce inequality.&nbsp; You will support the project teams in business case development, which may include drafting sections of the business case yourself, commissioning discrete works such as economic appraisals, and steering projects through our local and national government approvals processes.&nbsp; You will challenge projects to deliver the maximum benefits with the funding provided, and contribute to project team sessions, including with external partners.
The opportunity
You will join a growing and respected team leading the development of our place-based pipeline of transport projects, who have recently secured £1.6 billion from Central Government to deliver transformational change to the city region.
You will be joining us at an exciting time, with a new leadership in place within our directorate, a new Mayoral term, and a new UK government.&nbsp; Initially your role will be focussed on supporting the development of projects within our transport pipeline, helping those projects and programmes secure relevant approvals and ensuring they best chance of delivery within the funding period.&nbsp; This will include engaging with teams across the organisation, drafting briefings for cabinet members, the Metro Mayor and other key stakeholders and coordinating the Investment and Delivery Directorates external communications, in collaboration with our Strategic Communications and Public Affairs team.&nbsp;
Main responsibilities
<ul>
<li>-Supporting the development of robust, high quality business cases. You will advise project sponsors on how their projects can be developed to maximise benefits and align with our strategic objectives.</li>
<li>-Critically assess project information submitted to the Combined Authority, ensuring designs meet the latest standards, costs are robust, appraisal techniques used are sound, programmes are realistic and resources are identified.</li>
<li>-Reviewing financial models and analysis to support the Combined Authority’s management of devolved funding</li>
<li>-Drafting reports to internal and external boards, and political bodies, making funding recommendations</li>
<li>-Supporting assessment of the economic, social, environmental and other products of projects under consideration (often led by third party experts)</li>
<li>-Managing documents, reports, key correspondence and other materials related to projects under consideration. Aligning the required approvals across a wide range of governance structures to maintain project progress is a key requirement</li>
<li>-Supporting the procurement, selection and contracting of third party contractors at the project level</li>
<li>-When required draft sections of business cases to support project sponsors</li>
<li>-Support the submission of projects for gateway reviews, and take on the role of gateway reviewer of other projects</li>

An exciting opportunity has arisen within Guildford Borough Council’s Design and Conservation Team in the role of Senior Urban Design Officer to provide proactive specialist urban design advice and to play a key role in shaping future built development within the Borough.
GBC have adopted two Local Plans over the last 5 years and are just about to embark on a Local Plan update in line with the government’s new plan making process. The existing Local Plan includes a number of very large residential led sites that are still to secure planning permission. Work is also starting on a capacity study in and around the Town Centre that will inform site allocations including guidance on the height and density of development and design coding. To enable the delivery of these ambitions, a highly experienced and qualified Urban Designer is being sought to lead and champion high quality contextual urban design and help shape sustainable development and growth in the Borough.
Working within the Council’s Economy, Planning and Place Service, the role will involve a stimulating balance of casework and strategic policy guidance, and will include:

<li>Leading in placemaking and urban design across the borough, including newly planned neighbourhoods, housing projects, regeneration areas and town centre projects.</li>
<li>Providing proactive design advice on major PPAs and planning applications, as well as working with developers and their representatives on all matters relating to urban design and the built form.</li>
<li>Providing advice on proposals with significant impacts on the public realm and on environmental improvement schemes.</li>
<li>Evaluating existing guidance and producing up to date guidance and policies.</li>
<li>Contributing to ongoing policy work.</li>

Applicants should have a recognised degree/post graduate qualification in urban design, planning or architecture as well as proven professional experience within the urban design field role. Excellent verbal, written and illustrative communication, effective time management and a sound knowledge and proactive use of national design policy, guidance and legislation are all essential. You will also have an ability to build a rapport and working relationship with stakeholders, elected members, consultees, colleagues and local communities. The successful candidate will also need to hold a full driving licence and have access to a car.&nbsp;Membership of a recognised professional body (RIBA, RTPI, RICS) would also be desirable, as would experience of working within a local planning authority or similar agency.

Community Cohesion and Integration Officer

We are looking for someone to join our Place Protection team, working with a variety of council service areas, to help improve the feelings of safety within our community and to ensure compliance is monitored and maintained.&nbsp;This involves engagement with members of the public, partners, and other services, as part of a high profiled uniformed patrol.The role will contribute towards tackling antisocial behaviour, investigate and resolve enviro-crimes (fly-tipping, graffiti, un-taxed or abandon vehicles etc), homelessness related issues and parking contraventions within council owned car parks.&nbsp;Early intervention and engagement are required in certain situations, in addition to the use of delegated powers.&nbsp;The officers will need to adhere to local policies and legal guidance, to gather, handle and prepare evidence for certain offences, by obtaining photographs, compiling witness statements, conducting interviews, including interviews under caution. You will need to work at pace to meet families in their homes, to understand their strengths and identify unmet needs for which the family require help and support to meet. You will be required to build rapport with families quickly, working with them in their own homes and have a good knowledge of local services. You will listen to the wishes and feelings of children and young people and liaise with early years settings, schools and other key services and agencies already involved with the family, as well as identify and engage services that are required, but not yet working with a family. The Family Support Coordinator will work closely with the Families First Coordinator within the team to identify and engage external agencies to take over the lead role for the FFA, or progress with support where needed until the case closes.The Family Support Coordinator will be managed by the Senior Families First Coordinator and will work in close collaboration with their Senior, ensuring that Early Help support is identified and provided to families in a clear effective way to evidence impact and ensure positive outcomes for families across Hertfordshire.This is fast-paced environment requiring you to be organised and able to move quickly between different priorities for different families while maintaining up to date records. The Family Support Coordinator will need to be confident in recognising and responding to risk, referring to Hertfordshire’s Continuum of Need to support your decision-making, and continuously focus on improving outcomes for families.Training and development opportunities are plentiful, to support your direct work with families; potentially including facilitating group-based interventions.This role will be covering the districts of Dacorum and St Albans.<h4>About you</h4>Below are the essential skills and experience we are looking for:<ul><li>A sound knowledge and understanding of Families First Assessments and Early Help support in Hertfordshire.</li><li>You will need to be comfortable working with parents/carers, children and young people from diverse backgrounds and have a sound knowledge of safeguarding responsibilities and child development.</li><li>Experience of interacting and working with families, children and young people and finding out what really matters to them.</li><li>You will be outcome focused with excellent attention to detail using their experience in report writing to help identify needs and strengths which in turn will help to produce action plans from the supplied assessments.</li><li>Experience in effective stakeholder engagement across a variety of services and agencies.</li><li>Experience of managing professional conflict and difficult conversations using your negotiation skills for effective partnership working and the ability to problem solve.</li><li>Self-motivated with the ability to manage conflicting priorities understanding the importance of the role’s others play in achieving a desired outcome.</li><li>Excellent digital literacy including proficiency in Microsoft.</li><li>You will need to have a full UK driving licence and access to a vehicle, as you will be expected to transport yourself between appointments and meetings.</li></ul>The role does not require a social work qualification.The below is desirable:<ul><li>Experience of using EHM to record and evidence support.</li></ul>This is an opportunity for you to develop positive working relationships with a range of professionals and allow you to be an active part in supporting them to help change the lives of the families they work with for the better, ensuring positive sustainable change to local communities across Hertfordshire.
