Knowsley Council is an award-winning Local Authority, named Local Authority of the Year in the Municipal Journal Awards 2024.

We are an Accredited employer under the Liverpool City Region Fair Employment Charter, demonstrating that we are committed to the principle of fair employment and we are dedicated to providing a healthy, fair, inclusive and just workplace.

Lead Knowsley's New Multi-Agency Team Supporting People Experiencing Multiple Disadvantage.

Knowsley's Changing Futures programme is transforming the way services work together to support people experiencing multiple disadvantage. We are seeking an experienced and motivated Operational Delivery Manager to lead our high-performing multi-agency team. This is a unique opportunity to shape service delivery, influence system-wide change and improve outcomes for some of the borough's most vulnerable residents.

Working closely with the Changing Futures Service Manager, partner organisations and senior leaders, you will ensure the programme delivers on its ambitions through strong collaboration, innovative practice and a relentless focus on people.

About the Role

As Operational Delivery Manager, you will oversee the day-to-day operations of Knowsley's Changing Futures programme and lead a diverse, multi-disciplinary team working across organisational boundaries.

You will:

  • Lead and manage a multi-agency team, providing effective supervision, support and development.
  • Ensure delivery reflects Changing Futures principles, embedding person-centred, trauma-informed and strengths-based approaches.
  • Build and maintain strong partnerships across local authority services, health, housing, criminal justice and the voluntary and community sector.
  • Drive high-quality service delivery and performance, ensuring positive outcomes for individuals experiencing multiple disadvantage.
  • Identify and address operational barriers that prevent people accessing the support they need.
  • Promote a culture of learning, reflection and continuous improvement using data, insight and lived experience.
  • Support innovation and contribute to local and national learning on effective approaches to tackling multiple disadvantage.
  • Ensure safeguarding, information sharing and risk management arrangements are robust and effective.
  • Manage resources efficiently to maximise impact and value.

About You

We are looking for someone who has:

  • Significant experience managing services, programmes or operational teams within a complex multi-agency environment.
  • A strong understanding of trauma-informed, person-centred and strengths-based practice.
  • Experience leading and developing staff from diverse professional backgrounds.
  • Excellent partnership-building and stakeholder management skills.
  • The ability to influence, negotiate and drive change across organisational boundaries.
  • Experience using performance information, feedback and insight to improve service delivery.
  • Strong problem-solving skills and a commitment to innovation and continuous improvement.
  • A passion for improving outcomes for people facing complex challenges.

Most importantly, you will share our commitment to collaboration, inclusion and making a meaningful difference to residents' lives.

Why Join?

This is a unique opportunity to:

Help shape a flagship programme from the beginning.

  • Lead an innovative multi-agency team.
  • Develop and share expertise in trauma-informed and relational practice.
  • Influence wider system change.
  • Improve outcomes for some of Knowsley's most vulnerable residents.

Together, we can build a more coordinated, compassionate and effective system for people experiencing multiple disadvantage.
