About the Candidate:
We’re looking for a Qualified Social Worker with substantial and relevant, post-qualifying experience. You must also have previous experience of leading and managing a team within a Social Care environment.
You will have substantial experience of managing complex caseloads, services, and mental capacity matters. You must be able to evidence multi-agency collaboration with experience of working across professional and organisational boundaries.
You must be a qualified Social Worker and registered with Social Work England to undertake this role.

This role is responsible for the effective and efficient delivery of housing management services to a dedicated patch serving approximately 400 homes. The role provides generic housing management services including anti-social behaviour management, arrears management including debt and benefit advice, void management and lettings and general tenancy management ensuring income maximisation, efficient letting of homes and that tenants receive great customer service throughout their tenancy. The Housing Officer role is a fully generic role delivering a comprehensive housing management service to a cohort of Portsmouth Homes tenants. The role is predominantly reactive, to help support and empower tenants to be able to sustain and maintain their tenancies and live their best lives, whilst feeling safe and secure in their homes and communities. Responsibility starts with the viewing of an empty property, with prospective tenants, and the need to ensure that the property meets their Housing Need and is suitable in terms of other factors. Complementing our existing service, this role has been created to provide a service lead to manage compliance.
We are seeking an experienced and proactive Housing Compliance Manager to join our team and to lead and manage compliance across our housing maintenance service. The position offers the opportunity to work within a collaborative environment, develop your skills and contribute to achieving our service goals.&nbsp;
This is a key role ensuring that Dartford Borough Council meets all statutory and regulatory requirements relating to housing health and safety, including gas, electrical, fire safety, water hygiene, and asbestos management.
You will be responsible for developing and maintaining robust compliance frameworks, monitoring performance, and driving continuous improvement to keep our residents safe and our properties compliant.
As a landlord we currently have responsibility for buildings up to 11m in height, with no dwellings above this height. As the postholder you will have responsibility to oversee a team of compliance surveyors, a compliance officer and administrator.

Key Responsibilities

<li>Ensure full compliance with all housing-related health and safety legislation and regulations.</li>
<li>Develop and implement compliance policies, procedures, and monitoring systems.</li>
<li>Manage and oversee statutory safety checks and servicing programs (gas, electrical, fire, water hygiene, asbestos).</li>
<li>Monitor contractor performance and ensure works are delivered to required standards.</li>
<li>Prepare compliance reports for senior management and regulatory bodies.</li>
<li>Lead on audits, inspections, and risk assessments, taking corrective action where necessary.</li>
<li>Provide expert advice and guidance to colleagues and stakeholders on compliance matters</li>

About You
<ul>
<li>Proven experience in housing compliance or a similar role within social housing.</li>
<li>Strong knowledge of housing health and safety legislation and regulatory requirements.</li>
<li>Excellent analytical and problem-solving skills with attention to detail.</li>
<li>Ability to manage contractors and monitor performance effectively.</li>
<li>Strong communication skills and ability to influence at all levels.</li>
<li>Proficient in Microsoft Office and housing management systems.</li>
<li>Relevant professional qualification (e.g., NEBOSH, IOSH)</li>
<li>Must hold a full UK driving licence and access to a vehicle for work</li>

You will be a qualified solicitor or barrister (or equivalent) with recent experience of working in the areas of contracts and procurement in a local government context.
Applicants will require excellent communications skills and be confident in providing practical legal advice and assistance on a wide range of contract and procurement matters, ensuring compliance with public procurement regulations.
You should be proficient in drafting, reviewing, and negotiating public contracts and have excellent understanding of the public procurement framework and local government law and a proven ability to manage a varied workload with minimal supervision
Reporting to the Head of Legal and Democratic Services, the successful candidate will have a broad portfolio of work including high value contract tenders and providing advice to all of the authority’s services.
