About the Role:
You will play a key part in supporting the operation and optimisation of Reading’s Urban Traffic Management &amp; Control (UTMC) systems, including technologies like SCOOT, MOVA and Variable Message Signs (VMS) As a Traffic Signals &amp; ITS Technician you will assist with traffic signal controller testing, site acceptance testing, and the modelling of complex junctions to improve traffic flow. We are looking for a Market Oversight Manager to join us in the team.&nbsp;You are required to have good knowledge and experience of working with adults within care homes, collaborative commissioning and working with potential providers to consider innovative ways that services can be delivered.&nbsp;Understanding the Definition of Market Shaping, Commissioning&nbsp;Procurement and Contracting.

As the role involves line management of staff so you will be required to have significant supervisory/line management experience and be a good communicator and&nbsp;information gatherer. You will also need excellent report writing skills and thorough understanding of the current legislative guidance.

The Post
Business Administrator level 3 Apprenticeship working in the Adult Social care, commissioning, contracting and market management team.
This role will help to support services within Adult care that provide assistance to Brent residents.
Key functionalities

<li>Ensure that individual services are brokered in a timely manner, and that necessary IT systems information requirements are maintained to ensure that other processes such as client charging and billing; provider invoicing and contract monitoring can be maintained.</li>
<li>Respond to day to day concerns raised about the brokerage of services and/or the quality of services and that they direct enquiries to the relevant teams where further action is required.</li>
<li>Regular liaison will with case workers within the department.</li>
<li>Day to day liaison with care and service providers.</li>
</ul>
The Person
No experience is necessary as this is a training role, however, an understanding of the role is advantageous.
Keen to learn, you will demonstrate good communication skills, an understanding of good customer service, team work and an interest in developing a career in business administration.
You will also need to show your interest in local government and the delivery of public services. We will also be looking for a flexible and positive approach to work.

Qualifications required

All of the mainstream maintained schools and academies in the Borough currently commission EP support from the Service. This enables – alongside statutory and other Local Authority core work – EP contribution to SEN Support level assessment and consultation, organisational support and intervention, and community-based projects. Members of the team each link with a relatively small number of schools and other settings, with scope to provide a range of support within them. There remains a healthy balance of pre-statutory and preventative work, alongside a statutory role. We are always developing our practice, and recently have been strengthening our work as a Service in meeting the Social, Emotional and Mental Health (SEMH) needs of children and young people in Harrow. This has included ELSA delivery, and work around Emotional Based School Non Attendance. As a Service, we are actively contributing to aspects of the Local Authority’s SEND Strategy, including developing Ordinarily Available Provision guidance.We are a very positive, supportive and reflective team, which values individual strengths and interests as well as promoting team working and peer supervision. Assessment and Review Service, Children and Young Adults 0-25 Disabilities Service, Community Learning Disability Team, Children’s Sensory Team, Autistic Spectrum Teachers, Portage Home Visitors, Virtual School, Youth Justice Service, and Early Support Service in Children’s Centres. We are based in high tech and newly built Harrow Hub. This facilitates time spent working together, connecting, and learning with each other as a team, alongside a mobile and flexible working culture (for example through remote and hybrid meeting arrangements). We have outstanding IT for our business needs, including access to digital assessments. Schools in Harrow are high achieving. Harrow recently ranked 6th nationally (top 4%), among 151 local authorities, for the percentage of its pupils achieving the expected standard in reading, writing and mathematics at Key Stage 2. Harrow ranked 4th (top 3%) for its GCSE 'progress' score. Candidate Requirements:
