<p>As our new <strong>Housing Policy and Enforcement Manager</strong>, you’ll lead a dedicated team of four, which includes one Housing Enabling Officer, two Senior Private Sector Housing Officers, and one Private Sector Housing Support Officer, alongside indirect line management of external contractors. <p><strong>What you will be doing</strong></p>

<li>Leading the Housing Policy and Enforcement team, managing officers and external contractors to deliver the Council’s housing priorities.</li>
<li>Developing and delivering the Council’s Housing Strategy, Empty Homes Strategy, and Private Sector Housing Grant and Enforcement Policies.</li>
<li>Supporting and enabling affordable housing delivery through strategic partnerships with Registered Providers, Homes England and health sector organisations.</li>
<li>Driving improvements in private sector housing, including the use of enforcement powers, licensing schemes, and grant delivery (e.g. Disabled Facilities Grants).</li>
<li>Overseeing the development and consultation of housing policy, ensuring plans are evidence-led and responsive to local need.</li>

<li>Educated to degree level or equivalent experience in a relevant field.</li>

<p>An exciting opportunity has arisen to begin your career in housing regulations and join Dartford Borough Council’s Private Sector Housing Team as a Regulatory Compliance Officer! The Private Sector Housing Team’s role is to improve the standard of private sector properties through grant assistance, enforcement action, education and advice. The types of properties we deal with include HMOs, single dwellings, empty properties, blocks of flats and caravans. This 18-month fixed term post includes the undertaking of the Regulatory Compliance Officer Level 4 Apprenticeship (Housing) alongside your day-to-day role.</p>
<p>As a Regulatory Compliance Officer, you will support landlords and tenants, ensuring their homes meet health and safety standards. You will also support the Team in carrying out enforcement activities when necessary. This role involves assessing customer queries, compiling and evaluating evidence through research, intelligence and information gathering, conducting property visits, and providing advice, guidance and enforcement to ensure compliance with housing regulations. The diverse and dynamic nature of the work means that every case is different. Whether its investigating poor housing conditions and unlicensed HMOs or checking compliance with licence conditions and other regulatory requirements, this position will offer you the opportunity to develop a wide range of skills, knowledge and experience in the field.</p>
<p>You will be fully supported by the team and will have the opportunity to expand your knowledge and skills through both internal and external training. Over the course of your apprenticeship, you will develop the confidence to take on your own caseload under the guidance of senior officers. There is an expectation that twenty percent of the Officer’s time will be spent completing ‘off the job’ training or studying for the duration of the course (expected to be 14-16 months). It will be a condition of any employment offer that you are accepted onto the Level 4 Course. Satisfactory completion of the qualification and fixed term post may lead to an opportunity to apply for the role as a permanent Private Sector Housing Officer within the Team.</p>

<p>Working as a <strong>Housing Advice Officer</strong>, you’ll be part of a highly motivated team supporting individuals and families across the District who are facing housing difficulties or homelessness. <p>This is a dynamic and rewarding opportunity for a customer-focused housing professional. Based at our Sevenoaks office, you’ll support vulnerable residents, work closely with landlords and partners, and ensure legal duties are met under the <strong>Homelessness Reduction Act 2017</strong> and <strong>Housing Act 1996</strong>.</p>
<p>You’ll be appointed at <strong>Band D (£35,162– £38,009)</strong> with benefits including a generous local government pension, flexible working arrangements (including hybrid working), and access to a range of health and wellbeing support.</p>
<p><strong>What you will be doing:</strong></p>
<ul>
<li>Providing advice and assistance to customers at risk of homelessness or facing eviction.</li>
<li>Carrying out assessments, creating Personal Housing Plans, and supporting people to achieve long term housing solutions.</li>
<li>Working closely with private landlords and tenants through our <strong>Sevenoaks Landlords Hub</strong>, helping to secure and maintain quality private rented housing.</li>
<li>Placing individuals and families in emergency and temporary accommodation where needed.</li>
<li>Liaising with internal teams (eg Council Tax, Housing Standards, Benefits) and external partners (e.g. housing associations, voluntary services) to ensure joined-up support.</li>
<li>Handling complex enquiries with empathy and professionalism, both in person and over the phone.</li>
<li>Participating in our out-of-hours service on a rota basis (with a salary supplement).</li>
</ul>
<p><strong>What you will bring to the role:</strong></p>

<li>Knowledge of housing legislation, especially the <strong>Homelessness Reduction Act 2017</strong> and <strong>Part VII of the Housing Act 1996</strong>.</li>
<li>Experience working in a housing or homelessness prevention setting.</li>

Housing Advice Officer

<h4>About the role</h4><h4>Role Summary</h4><p>The Housing Support Worker is responsible for the delivery of the Wellbeing Service (24-hour emergency response service) during their contracted hours and the evening events and activities programme.
